SCHOOL BOARD PROCEEDINGS

 

The Avoyelles Parish School Board met in regular session Tuesday, July 7, 2015, at 5:00 p.m. at the School Board Office with the following members present:

 

             Michael Lacombe, President; Darrell Wiley, Vice-President; Freeman Ford, Chris LaCour, James Gauthier, Shelia Blackman-Dupas, Lizzie Ned, Van Kojis, and John Gagnard.

 

            Absent: None.

 

            An Invocation was offered by Board Member Lizzie Ned.

                                               

            The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Board Member Chris LaCour.

 

            1.         On motion by James Gauthier, seconded by Shelia Blackman-Dupas, the Board adopted the minutes of the regular Board meeting held Monday, June 1, 2015, as printed and mailed to Board members and published in The Weekly News, official journal of the Board.  MOTION CARRIED.

 

            2.         Mr. Chris LaCour, Board Member, read a resolution of respect to the late Bernadette Williams Harrell, former teacher, assistant principal, and principal.

 

                        On motion by Chris LaCour, seconded by Freeman Ford, the Board adopted a resolution of respect to the late Bernadette Harrell.  MOTION CARRIED UNANIMOUSLY.

 

            3.         Mr. Darrell Wiley, Vice-President, read a resolution of respect to the late Mary Elizabeth Tassin, former teacher.

 

                        On motion by Darrell Wiley, seconded by John Gagnard, the Board adopted a resolution of respect to the late Mary Elizabeth Tassin.  MOTION CARRIED UNANIMOUSLY.

 

            4.         On motion by Freeman Ford, seconded by Lizzie Ned, the Board approved the 2015-2016 Effective Schools Initiative Grant in the amount of $125,000 over 12 months beginning July 1, 2015, and authorized the Superintendent to sign the Effective Schools Initiative Grant.  MOTION CARRIED UNANIMOUSLY.

 

            5.         On motion by John Gagnard, seconded by Chris LaCour, the Board approved the 2015-2016 Healthy Behaviors School Grant in the amount of $14,750.00 for 12 months, starting July 1, 2015, and authorized the Superintendent to sign the Healthy Behaviors Grant.  MOTION CARRIED UNANIMOUSLY.

 

            6.         Superintendent Blaine Dauzat presented requests for overnight travel for the Board’s consideration.

 

                        On motion by Van Kojis, seconded by John Gagnard, the Board approved the requests for overnight travel as presented by Superintendent Dauzat.  MOTION CARRIED UNANIMOUSLY.

 

            7.         Mr. Van Kojis, Chairman of the Finance Committee, presented the following report:

June 16, 2015

 

                        The Finance Committee of the Avoyelles Parish School Board met Tuesday, June 16, 2015, at 4:30 p.m. at the School Board Office with the following members present:

 

                        Van Kojis, Chairman; Freeman Ford, John Gagnard, Chris LaCour, Michael Lacombe, President; and Blaine Dauzat, Superintendent.  Also present were Freeman Ford and James Gauthier, Board Members; Mary Bonnette, Director of Finance; Jaimie Lacombe, Sales Tax Supervisor; and Jenny Welch, Food Service Supervisor.

 

                        1.         Upon motion by Chris LaCour, seconded by John Gagnard, the Finance Committee recommended to approve requests for overnight travel as presented by Superintendent Dauzat.  MOTION CARRIED.

 

                        2.         Mrs. Jaimie Lacombe, Sales Tax Supervisor, presented the sales tax report for the month of May, 2015.  Mrs. Lacombe stated that sales tax for the month of May totaled $668,316.47. She stated that of this amount, the 1.5% sales tax generated $572,853.22 and the 0.25%  sales tax generated $95,463.25.

 

                        3.         Mrs. Mary Bonnette, Director of Finance, reviewed the 2015-2016 General Fund, Debt Service, and Capital Outlay Budgets.   Mrs. Bonnette stated that General Fund revenues totaled $39,465,906 with a net change in fund balance of -$857,595 and an ending fund balance of $7,604,538. 

 

                                    Mrs. Bonnette advised the committee that a public hearing will be held on Tuesday, August 4, 2015, at 4:00 p.m. to review the proposed budget for the fiscal year ending June 30, 2016. 

 

                        4.         Upon motion by Freeman Ford, seconded by Chris LaCour, the Finance Committee granted authorization for Finance Director Mary Bonnette to sign PCAL documents as a representative of the Avoyelles Parish School Board.   MOTION CARRIED.

 

                        5.         Mr. James Gauthier, Board Member, addressed the Finance Committee regarding free lunches for staff members.

                                   

                        6.         Mrs. Jenny Welch, Food Service Supervisor, presented a report of the bid-opening committee on bread, milk, non-hazardous waste, grease trap maintenance, and supplies and equipment.

                                    A bid opening committee met Tuesday, June 2, 2015, at 1:30 p.m. for the purpose of receiving bids on bread, milk, non-hazardous waste, grease trap maintenance, and supplies and equipment.

 

                                    Members serving on the committee were Jenny Welch, Food Service Supervisor; Thelma Prater, Assistant Superintendent; Irma Andress, Director of Federal Programs; Wendy Marchand, Data Instructional Coordinator; and Linda Sayer, Food Service Secretary.

 

                                    Bread Bids: Evangeline Maid of Lafayette, Louisiana submitted a bid.

 

                                    Milk, Milk Products, and Juice: Mid-State Marketing, Alexandria, Louisiana; and Oak Farms Dairy, Houston, Texas.

 

                                    Non-Hazardous Waste Disposal: Progressive Waste Solutions, Alexandria, Louisiana

 

                                    Grease Trap Maintenance: Action Rooter, Lecompte, Louisiana

 

                                    Supplies and equipment: Auto-Chlor, Jefferson, Louisiana; Avoyelles Restaurant Equipment, Bunkie, Louisiana (no bid bond submitted); Buller Fixture Company, Omaha, Nebraska; Cajun Chemical and Janitorial, Opelousas, Louisiana; Lafayette Restaurant Supply, Incorporated, Lafayette, Louisiana; Long’s Preferred Products, Alexandria, Louisiana; Equipment Concepts and Designs, Hattiesburg, Mississippi; and BCP, Alexandria, Louisiana.

 

                                    On motion by Freeman Ford, seconded by John Gagnard, the Finance Committee recommended to accept the low bids submitted by the above-mentioned companies.  MOTION CARRIED.

            8.         Mr. James Gauthier, Chairman of the Building and Lands Committee, presented the following report:

June 16, 2015

 

                        The Building and Lands Committee of the Avoyelles Parish School Board met Tuesday, June 16, 2015, at 5:00 p.m. at the School Board Office with the following members present:

 

                        James Gauthier, Chairman; Van Kojis, Darrell Wiley, Michael Lacombe, President; and Blaine Dauzat, Superintendent. Mrs. Shelia Blackman-Dupas was absent. Also present were Chris LaCour and John Gagnard, Board Members; and Steve Marcotte, Maintenance Supervisor.

 

                        1.         Mr. Steve Marcotte, Maintenance Supervisor, addressed the Building and Lands Committee regarding a request for approval of a right-of-way for Ward 3 Water District located on Old River property.

 

                                    The Building and Lands Committee did not take any action on this matter.

 

                        2.         Mr. Steve Marcotte, Maintenance Supervisor, presented a report of the bid- opening committee on the sale of five (5) portable buildings at Avoyelles High School. 

 

Report of the Bid-Opening Committee

 

                                    On Tuesday, June 9, 2015, at 1:30 p.m., a bid-opening committee met for the purpose of receiving bids for the sale of five (5) portable classrooms at Avoyelles High School.

 

                                    Members of the committee were Michael Lacombe, President; John Gagnard, Board Member; Mary Bonnette, Director of Finance; and Claire Chenevert, Secretary.

 

                                    The committee acknowledged receipt of the following bid:

 

                                    St. Joseph’s School, Plaucheville, Louisiana

                                    Portable 6 and 7 (one building): $500.00

                                    Portable 9: $500.00

                                    All are 1176 square feet

 

                                    Mr. Bryan Runyan, Principal of St. Joseph School, stated on his bid that the estimated cost to move one building would be $6000.

 

                        Upon motion by Van Kojis, seconded by Darrell Wiley, the Building and Lands Committee recommended to accept the bid submitted by St. Joseph’s School for portable 6 and 7 (one building) in the amount of $500 and portable 9 in the amount of $500; and accept the late bid from Hayes House Movers for the remaining three other portable buildings.  MOTION CARRIED.

 

                        3.         Upon motion by Van Kojis, seconded by Darrell Wiley, the Building and Lands Committee recommended to go into Executive Session for the purpose of discussing pending litigation (Jimmie Juneau, Et Al versus Avoyelles Parish School Board).  MOTION CARRIED.

 

                                    The committee reconvened. No action was taken.

 

                        4.         Superintendent Blaine Dauzat addressed the Building and Lands Committee regarding permission for the Ronald Mayeux family to place a commemorative sign on School Board property.

                                    Upon motion by Darrell Wiley, seconded by Van Kojis, the Building and Lands Committee recommended to allow the sign to be placed on School Board property.  MOTION CARRIED.                        

 

                        The Building and Lands Committee respectfully recommends the adoption of this report.

                        The Education Committee of the Avoyelles Parish School Board met Tuesday, June 16, 2015, at 5:30 p.m. at the School Board Office with the following members present:

 

                        John Gagnard, Chairman; James Gauthier; Chris LaCour; Michael Lacombe, President; and Blaine Dauzat, Superintendent.  Ms. Shelia Blackman-Dupas was absent.  Also present were Darrell Wiley and Van Kojis, Board Members; Thelma Prater, Assistant Superintendent; Susan Welch, Supervisor of Secondary Education; and Lisa Thevenot, Adult Education Coordinator. 

 

                        1.         Mrs. Lisa Thevenot, Adult Education Coordinator, presented a report on the Adult Education Program for the 2014-2015 school year.

 

                        2.         Mrs. Susan Welch, Supervisor of Secondary Education, presented an update report on Summer School.

 

                        The Education Committee respectfully recommends the adoption of this report.

            10.       Mr. Darrell Wiley, Chairman of the Executive Committee, presented the following report:

                        The Executive Committee of the Avoyelles Parish School Board met Tuesday, June 23, 2015, at 4:30 p.m. at the School Board Office with the following members present:

 

                        Darrell Wiley, Chairman; John Gagnard, Lizzie Ned, Michael Lacombe, President; and Blaine Dauzat, Superintendent.  Mr. Freeman Ford was absent. Also present were James Gauthier, Chris LaCour, and Van Kojis, Board Members; Thelma Prater, Assistant Superintendent; Mary Bonnette, Director of Finance; and Brent Whiddon, Supervisor of Transportation.

 

                        1.         Upon motion by John Gagnard, seconded by Lizzie Ned, the Executive Committee recommended to approve File: JR- Student Records as submitted by Mr. James Prescott, Jr. of Forethought Consulting, Incorporated.   MOTION CARRIED UNANIMOUSLY.

 

                        2.         Mrs. Mary Bonnette, Director of Finance, addressed the Executive Committee regarding renewing the existing student accident policy.

 

                                    Upon motion by John Gagnard, seconded by Lizzie Ned, the Executive Committee recommended to renew the student accident policy for a period of two (2) years through Zurich Insurance Company at an annual premium of $80,750.00.  MOTION CARRIED UNANIMOUSLY.

            11.       Mrs. Lizzie Ned, Chairwoman of the Bus Committee, presented the following report:

                        The Bus Committee of the Avoyelles Parish School Board met Tuesday, June 23, 2015, at 5:00 p.m. at the School Board Office with the following members present:

 

 

                        Lizzie Ned, Chairwoman; James Gauthier, Van Kojis, Chris LaCour, Michael Lacombe, President; and Blaine Dauzat, Superintendent.  Also present were Freeman Ford, Darrell Wiley, and John Gagnard, Board Members; Thelma Prater, Assistant Superintendent; and Brent Whiddon, Supervisor of Transportation.

 

                        1.         Mr. Brent Whiddon, Supervisor of Transportation, presented a report of requested transportation data as it applies to the effects of the beginning times of schools.

 

                                    The committee did not take any action in this matter.

 

                        2.         Mr. Brent Whiddon, Supervisor of Transportation, presented a report on Act 654/695 regarding student pick-ups and drop-offs.

 

                        The Bus Committee respectfully recommends the adoption of this report.

                        On motion by Lizzie Ned, seconded by Van Kojis, the Board adopted the Bus Committee Report as presented by Chairwoman Ned.  MOTION CARRIED UNANIMOUSLY.

 

            12.       Superintendent Blaine Dauzat addressed the Board regarding the start time of committee meetings.

 

                        On motion by Darrell Wiley, seconded by Lizzie Ned, the Board changed the start time of committee meetings to 4:00 p.m.  MOTION CARRIED UNANIMOUSLY.

 

            13.       Superintendent Blaine Dauzat addressed the Board regarding a right-of-way for turn-arounds for school buses.

 

                        On motion by John Gagnard, seconded by Freeman Ford, the Board accepted an offer from Retired Judge Harold Brouillette of a donated section of land located at the end of Sunny Lane in Marksville to be used for bus turn-arounds and garbage truck turn-arounds.  MOTION CARRIED UNANIMOUSLY.

 

            14.       Mrs. Thelma Prater, Assistant Superintendent, presented personnel changes for the Board’s review.

AVOYELLES PARISH SCHOOL BOARD CENTRAL OFFICE: Change in date of retirement: Resignation of Brenda Lemoine, Sales Tax Secretary, from September 4, 2015 to June 30, 2016, for the purpose of retirement.

 

            15.       Superintendent Blaine Dauzat presented an update report to the Board.  He noted that last summer at this time, there were 42 teacher vacancies, but this year there are only 19 vacancies, which is a huge improvement.

                                                           

            16.       In open session, the Board discussed payments to the District Attorney’s office.

 

                        A motion was made by John Gagnard, seconded by Shelia Blackman-Dupas, that the Board pay the District Attorney’s office an annual flat fee of $25,000 to be paid in twelve (12) monthly installments for legal representation of the Board, beginning July 1, 2015. 

 

                        The motion was adopted by the following vote:

 

                                    Ayes:                Freeman Ford, Chris LaCour, James Gauthier, Shelia Blackman-Dupas, Michael Lacombe, Lizzie Ned, Van Kojis, and John Gagnard.

 

                                    Nays:                Darrell Wiley.

 

            There being no further business, on motion by Shelia Blackman-Dupas, seconded by John Gagnard, the meeting was adjourned.
