SCHOOL BOARD PROCEEDINGS
The Avoyelles Parish School Board met in regular session Monday, June 5, 2017, at 5:00 p.m. at the School Board Office with the following members present:
Chris LaCour, President; Lizzie Ned, Vice-President; Darrell Wiley, Freeman Ford, James Gauthier, Shelia Blackman-Dupas, Michael Lacombe, Van Kojis, and John Gagnard.
Absent: None.
An Invocation was offered by Mr. Dexter Compton, Supervisor of Instruction.
The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Mr. Chuck Normand, Principal of Bunkie Magnet High School.
1. On motion by Darrell Wiley, seconded by Lizzie Ned, the Board adopted the minutes of the regular Board meeting held on Tuesday, May 2, 2017, as printed and mailed to Board members and published in The Weekly News, official journal of the Board. MOTION CARRIED UNANIMOUSLY.
2. Board Member James Gauthier read a resolution of respect to the late Kenneth Bonnette, former teacher.
On motion by James Gauthier, seconded by Darrell Wiley, the Board adopted the resolution of respect to the late Kenneth Bonnette. MOTION CARRIED UNANIMOUSLY.
3. Superintendent Blaine Dauzat recognized principals in attendance at the meeting. He announced that summer school started today, and he also noted that many students were attending the Kindergarten through third grade Elementary Literacy Reading Camp, which resulted in about 200 students present on campus. He stated that approximately 20 fourth graders and 40 eighth graders were attending summer school. Preliminary school performance scores have been released. Superintendent Dauzat stated that as far as the high schools are concerned, when figuring only grades 9-12, all four high schools have made great improvements (A, B, B, and C). However, when including grades 7-8 with the high schools, the scores decrease somewhat (A, C, D, and D). The final numbers for all schools are expected to be available in late June.
4. President Chris LaCour stated that he was in receipt of only one bid for the official journal of the Board for the period beginning July 1, 2017 through June 30, 2018. Superintendent Blaine Dauzat announced that Mr. Randy Decuir, owner of the Avoyelles Publishing Company, submitted a proposal in the amount of $6 per square.
A motion was made by Freeman Ford, seconded by Shelia Blackman-Dupas, that the Board accept the bid received and name The Marksville Weekly News as the official journal of the Board for the period July 1, 2017 through June 30, 2018at a cost of $6 per square.
The motion was adopted by the following vote:
Ayes: Freeman Ford, Shelia Blackman-Dupas, James Gauthier, Chris LaCour, and Lizzie Ned.
Nays: Darrell Wiley, Michael Lacombe, Van Kojis, and John Gagnard.
5. Mr. Terry Smith of Horace Mann Insurance Company addressed the Board for the purpose of recognizing Mrs. Mary Bonnette, Director of Finance, as a Certified Administrator of School Finance and Operations. He presented Mrs. Bonnette with a plaque for her outstanding achievement.
6. Ms. Thelma Prater, Assistant Superintendent, recognized the 2017 Outstanding School Support Employees. Ms. Prater stated that the Outstanding School Support Employees Awards Program provides an opportunity to honor an outstanding employee at the elementary, high, and central office levels who supported and provided leadership in the operation of non-instructional activities within the school system.
Ms. Prater announced the winners at each school in the district, as follows: Victoria Bihm, special education paraprofessional, Bunkie Elementary Learning Academy; Georgia Bradford, bus driver, Cottonport Elementary School; Janis Ducote, paraprofessional, Lafargue Elementary School; Debra Lavalais, custodian, Marksville Elementary School; Elizabeth Whitmore, school nurse, Plaucheville Elementary School; Carmeletia Callihan, paraprofessional, Riverside Elementary School; Debra Williams, food service, Avoyelles High School; Charlotte Texada, secretary, Bunkie Magnet High School; Lisa Laird, custodian, Marksville High School; Wanda Ducote, custodian, LaSAS; and Ali Laborde, Federal Program’s secretary, Central Office.
Assistant Superintendent Prater also announced the parish winners selected to represent the elementary and high schools as well as the central office, as follows: Carmeletia Callihan, paraprofessional, Riverside Elementary School; Wanda Ducote, custodian, LaSAS; and Ali Laborde, Federal Program’s secretary, Central Office.
On behalf of the Board, President Chris LaCour recognized the contribution of the Outstanding School Support Employees and thanked the employees for their dedication and service.
7. President Chris LaCour announced the Board’s intent to call a tax election to be held on November 18, 2017.
Notice of Public Meeting
Notice is hereby given that at its meeting to be held on Tuesday, August 1, 2017, at 5:00 p.m. at the Avoyelles Parish School Board Office, 221 Tunica Drive West, Marksville, Louisiana, the School Parish School Board of the Parish of Avoyelles, State of Louisiana, plans to consider adopting a resolution ordering and calling for an election to be held within the Parish-wide School District of the Parish of Avoyelles, to authorize the renewal of ad valorem taxes.
8. Superintendent Blaine Dauzat addressed the Board regarding setting a date for the July School Board meeting.
On motion by Michael Lacombe, seconded by Freeman Ford, the Board set the July regular monthly meeting date to Monday, July 3, 2017, at 5:00 p.m. at the Avoyelles Parish School Board Office due to the Independence Day Holiday on Tuesday, July 4. MOTION CARRIED UNANIMOUSLY.
9. Mrs. Mary Bonnette, Director of Finance, addressed the Board regarding the Clean Diesel Funding Assistance Grant.
On motion by John Gagnard, seconded by Michael Lacombe, the Board granted permission to Mrs. Mary Bonnette to apply for the Clean Diesel Funding Assistance Grant. MOTION CARRIED UNANIMOUSLY.
10. Mr. Michael Lacombe, Chairman of the Building and Lands Committee, presented the following report:

2. Mrs. Mary Bonnette, Director of Finance, presented a contract with Fontenot Benefits and Actuarial Consulting for the committee’s consideration.
Upon motion by James Gauthier, seconded by Van Kojis, the Executive Committee recommended approval of the contract with Fontenot Benefits and Actuarial Consulting. MOTION CARRIED UNANIMOUSLY.
3. Mrs. Mary Bonnette, Director of Finance, presented a contract with Claims Administrative Services, Incorporated for the committee’s consideration.
Upon motion by Van Kojis, seconded by James Gauthier, the Executive Committee recommended approval of the contract with Claims Administrative Services, Incorporated. MOTION CARRIED UNANIMOUSLY.
4. Mrs. Mary Bonnette, Director of Finance, presented a contract with Bellwether for a software license agreement for the committee’s consideration.
Upon motion by Van Kojis, seconded by James Gauthier, the Executive Committee recommended approval of the contract with Bellwether for a software license agreement. MOTION CARRIED UNANIMOUSLY.
5. Mrs. Mary Bonnette, Director of Finance, presented a contract with Education Resource Strategies (ERS) for professional services for the committee’s consideration.
Upon motion by James Gauthier, seconded by Lizzie Ned, the Executive Committee recommended approval of the contract with Education Resource Strategies for professional services. MOTION CARRIED UNANIMOUSLY.
6. Mrs. Mary Bonnette, Director of Finance, presented an Interagency Agreement with Christus Health Central Louisiana for the School Based Health Center for the committee’s consideration.
Upon motion by Lizzie Ned, seconded by Van Kojis, the Executive Committee recommended approval of the Interagency Agreement with Christus Health Central Louisiana for the School Based Health Center. MOTION CARRIED UNANIMOUSLY.
7. President Chris LaCour addressed the Executive Committee regarding ID Badges for employees.
The Executive Committee did not take any action on this matter.

9. Superintendent Blaine Dauzat discussed school start times.
Upon motion by James Gauthier, seconded by Lizzie Ned, the Executive Committee recommended to start school 30 minutes later. MOTION CARRIED UNANIMOUSLY.

The Finance Committee of the Avoyelles Parish School Board met on Tuesday, May 23, 2017, at approximately 4:48 p.m. at the School Board Office with the following members present:
Van Kojis, Chairman; Freeman Ford, James Gauthier, Michael Lacombe, Chris LaCour, President; and Blaine Dauzat, Superintendent. Also present were Lizzie Ned, Darrell Wiley, and John Gagnard, Board Members; Thelma Prater, Assistant Superintendent; Mary Bonnette, Director of Finance; Jaimie Lacombe, Sales Tax Supervisor; other supervisors and administrators; and Anthony Salario, Assistant District Attorney.
1. Mrs. Jaimie Lacombe, Sales Tax Supervisor, presented the sales tax report for the month of April, 2017. Mrs. Lacombe stated that sales tax revenues for the month of April totaled $752,966.86. She stated that of this amount, the 1.5% sales tax generated $430,295.50, the 0.25% sales tax generated $105,523,61, and the building maintenance fund generated $215,146.75.
Upon motion by Michael Lacombe, seconded by Freeman Ford, the Finance Committee recommended to approve the sales tax report for the month of April, 2017, as presented by Mrs. Lacombe. MOTION CARRIED UNANIMOUSLY.
2. Upon motion by Michael Lacombe, seconded by Freeman Ford, the Finance Committee recommended to approve requests for overnight travel as presented by Superintendent Dauzat. MOTION CARRIED UNANIMOUSLY.
3. Upon motion by Freeman Ford, seconded by Michael Lacombe, the Finance Committee recommended to provide $250.00 to help defray the cost for Gavin Gaspard, student at Lafargue Elementary School, to attend the National Beta Convention in Florida in June. MOTION CARRIED UNANIMOUSLY.
4. Mrs. Mary Bonnette, Director of Finance, presented a bid-opening committee report on the annual financial audit, as follows:

Upon motion by Freeman Ford, seconded by Michael Lacombe, the Finance Committee recommended to accept the bid from Ducote and Company, LLC in the amount of $49,500 for the annual financial audit for the fiscal year ending June 30, 2017. MOTION CARRIED UNANIMOUSLY.
5. Ms. Carmel Breaux of Norris Insurance Consultants, Incorporated addressed the Finance Committee regarding 2017 policy renewals and proposals, as follows:
Casualty:
Norris Insurance Consultants recommends renewing the PCAL package policy for the second year of a three-year agreement for a total premium of $366,411.
Norris Insurance Consultants recommends renewing the Crime policy with Travelers Insurance Company for a total premium of $4,414.
Property:
Norris Insurance Consultants recommends renewing the building and contents, equipment breakdown and inland marine package policy with Affiliated FM for a total premium of $202,411.
Workers’ Compensation:
Norris Insurance Consultants recommends renewing the excess workers’ compensation policy with State National Insurance Company for a total premium of $57,583.
Norris Insurance Consultants recommends renewing the required Self-Insured Bond for total premium of $5000.
Norris Insurance Consultants recommends renewing the Claims Administration contract with CAS.
Student Accident
Norris Insurance Consultants recommends renewing the student accident insurance with Zurich American Insurance Company for a total premium of $83,200.
Upon motion by Freeman Ford, seconded by James Gauthier, the Finance Committee recommended to accept the 2017 policy renewals and proposals as presented by a representative of Norris Insurance Consultants. MOTION CARRIED UNANIMOUSLY.
Upon motion by Freeman Ford, seconded by Michael Lacombe, the Finance Committee recommended to allow Finance Director Mary Bonnette to sign as authorized representative with PCAL and to reject Uninsured Motorists/Medical Pay. MOTION CARRIED UNANIMOUSLY.
6. The Finance Committee discussed a funding source for replacing the roof at the Hessmer/AVAP Campus.
Upon motion by James Gauthier, seconded by Freeman Ford, the Finance Committee recommended to utilize funds from the Reserve Fund, up to $25,000, and revisit in two years. MOTION CARRIED UNANIMOUSLY.
7. Mrs. Mary Bonnette, Director of Finance, addressed the Finance Committee regarding permission to invest funds with Morgan Stanley Investors.
Upon motion by James Gauthier, seconded by Michael Lacombe , the Finance Committee recommended to allow the Finance Staff to invest funds up to $500,000 with Morgan Stanley Investors, up to the insured amount. MOTION CARRIED UNANIMOUSLY.
8. Mrs. Mary Bonnette, Director of Finance, addressed the Finance Committee regarding Fiscal Risk Assessment.
9. Mrs. Irma Andress, Director of Federal Programs, addressed the Finance Committee regarding the VoIP Contract.
Upon motion by Freeman Ford, seconded by Michael Lacombe, the Finance Committee recommended to accept the bid submitted by DETEL for the VoIP contract in the amount of $22,796.64 and leasing of telephones for the school district (500 telephones) in the amount of $26,189.64. MOTION CARRIED UNANIMOUSLY.
