SCHOOL BOARD PROCEEDINGS
The Avoyelles Parish School Board met in regular session Tuesday, August 1, 2017, at 5:00 p.m. at the School Board Office with the following members present:
Chris LaCour, President; Darrell Wiley, James Gauthier, Michael Lacombe, Van Kojis, and John Gagnard.
Absent: Lizzie Ned, Vice-President; Freeman Ford, and Shelia Blackman-Dupas.
An Invocation was offered by Mr. Dexter Compton, Supervisor of Instruction.
The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by the summer school graduates.
1. Superintendent Blaine Dauzat recognized summer school graduates for 2017, as follows:
Titeanna Nicole Daniels and Kelsey Theresa Desselle, Bunkie Magnet High School; Shameka Butler, Louisiana School for the Agricultural Sciences; and Dontea Mingo, Marksville High School. President Chris LaCour gave special recognition to Ms. Verdie Barrere, who received her high school diploma this summer at 94 years old.
2. On motion by Darrell Wiley, seconded by John Gagnard, the Board adopted the minutes of the regular Board meeting held Monday, July 3, 2017, as printed and mailed to Board members and published in The Weekly News, official journal of the Board. MOTION CARRIED UNANIMOUSLY.
3. Mr. Van Kojis, Board Member, read a resolution of respect to the late Beverly Lemoine, former school nurse.
On motion by Van Kojis, seconded by James Gauthier, the Board adopted a resolution of respect to the late Beverly Lemoine. MOTION CARRIED UNANIMOUSLY.
4. Mr. John Gagnard, Board Member, read a resolution of respect to the late Willie Jackson, Jr., former bus driver.
On motion by John Gagnard, seconded by Michael Lacombe, the Board adopted a resolution of respect to the late Willie Jackson, Jr. MOTION CARRIED UNANIMOUSLY.
5. Superintendent Blaine Dauzat recognized Gavin Gaspard, student at Lafargue Elementary School, for placing second in the nation at the BETA Convention in Orlando, Florida.
On behalf of the Board, President Chris LaCour commended Gavin on this outstanding achievement.
6. The following resolution was offered by Darrell Wiley and seconded by Michael Lacombe:
RESOLUTION
A resolution ordering and calling a special election to be held in Parish-wide School District of the Parish of Avoyelles, State of Louisiana, to authorize the levy of special taxes therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.
BE IT RESOLVED by the Parish School Board of the Parish of Avoyelles, State of Louisiana (the “Governing Authority”), acting as the governing authority of Parish-wide School District of the Parish of Avoyelles, State of Louisiana (the “District”), that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Section 30 and 32 and Article VIII, Section 13 (C) of the Constitution of the State of Louisiana of 1974, the applicable provisions of Chapter 5 and Chapter 6-A of the Louisiana Election Code, and other constitutional and statutory authority, a special election is hereby called and ordered to be held in the District on SATURDAY, NOVEMBER 18, 2017, between the hours of seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, and at the said election there shall be submitted to all registered voters qualified and entitled to vote at the said election under the Constitution and laws of this State and the Constitution of the United States, the following propositions, to wit:

Shall Parish-wide School District of the Parish of Avoyelles, State of Louisiana (the “District”), levy a special tax of five (5) mills on all property subject to taxation in the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $710,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of giving additional aid to the public schools for the District?
PROPOSITION NO. 2
(TAX RENEWAL)
Shall Parish-wide School District of the Parish of Avoyelles, State of Louisiana (the “District”), levy a special tax of five (5) mills on all property subject to taxation in the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $710,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of repairs, renovations and improvements, new construction and the purchase of property in the District?
SECTION 2. Publication of Notice of Election. A Notice of Special Election shall be published in the Marksville Weekly News, a newspaper of general circulation within the District, published in Marksville, Louisiana, and being the official journal of the District, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as “Exhibit A” and incorporated herein by reference the same as if it were set forth herein in full.
Notwithstanding the foregoing, prior to the publication of the Notice of Election, the President is authorized and directed to make any amendments to the foregoing propositions that may be required to comply with any state or federal regulatory agencies.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Avoyelles Parish School Board Office, 221 Tunica Drive West, Marksville, Louisiana, on TUESDAY, DECEMBER 5, 2017, AT FIVE O’CLOCK (5:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special election.
SECTION 4. Polling Places. The polling places for the precincts set forth in the aforesaid Notice of Special Election are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.
SECTION 5. Election Commissioners: Voting Machines. The officers designated to serve as Commissioners-in-charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on Tuesday, December 5,2017, as provided in Section 3 hereof. All registered voters in the District will be entitled to vote at the special election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary-Treasurer of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the President and/or Secretary-Treasurer of the Governing Authority are further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for the election.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Avoyelles Parish, and the Registrar of Voters of Avoyelles Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
SECTION 8. Application to Stand Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to continue to levy and collect the special taxes provided for therein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.

Avoyelles, which polls will open at seven o’clock (7:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:
The polling places at the precincts in the Parish are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
Notice is further given that a portion of the monies collected from the taxes described in the Propositions shall be remitted to certain state and statewide retirement systems in the manner required by law.
That said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title l8 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. 7. Mrs. Mary Bonnette, Director of Finance, presented a report of a public hearing and presented a resolution for the Board’s consideration to adopt the 2017 millages.
Resolution by Michael Lacombe, seconded by John Gagnard:
Be It Resolved, that the following millage(s) are hereby levied on the 2017 tax roll on all property subject to taxation by the Avoyelles Parish School Board:
Constitutional Tax 3.62 mills
Operational and Maintenance Tax 5.00 mills
Special Maintenance Tax 5.00 mills
Salary Tax 10 mills
Be It Further Resolved that the proper administrative officials of the Parish of Avoyelles, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said parish for the year 2017, and to make the collection of taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

8. Mrs. Mary Bonnette, Director of Finance, reported that a public hearing was held on Tuesday, August 1, 2017, at 4:00 p.m. to review the proposed budget for the fiscal year ending June 30, 2017.
Present for the hearing were Chris LaCour, Board President; Michael Lacombe and John Gagnard, Board Members; Blaine Dauzat, Superintendent; Mary Bonnette, Director of Finance; Derek Manuel, Assistant District Attorney; and central office personnel.
On motion by Darrell Wiley, seconded by James Gauthier, the Board adopted the 2017-2018 Consolidated Budget. MOTION CARRIED UNANIMOUSLY.
9. Superintendent Blaine Dauzat announced that school will begin next week. He proudly stated there are extremely few staff vacancies at this time. Mr. Dauzat reported that Mr. Robin Moreau of LaSAS provided an agricultural tour of Avoyelles Parish to exchange students from Greece, where agriculture is underutilized. Mr. Dauzat also reported that ERS (Education Resource Strategies) audited the resources–people, time, and money--of the school system through the School Redesign Planning Grant. This audit revealed a critical teacher shortage in the parish, mainly due to low salaries and turnover rate, but also praised the school system for critical investments made to increase student performance despite the limited resources available.
10. Mr. Van Kojis, Chairman of the Finance Committee, presented the following report:

The Finance Committee of the Avoyelles Parish School Board met Tuesday, July 18, 2017, at 4:00 p.m. at the School Board Office with the following members present:
Van Kojis, Chairman; James Gauthier, Michael Lacombe, Chris LaCour, President; and Blaine Dauzat, Superintendent. Mr. Freeman Ford was absent. Also present were John Gagnard, Board Member; Thelma Prater, Assistant Superintendent; Jaimie Lacombe, Sales Tax Supervisor; and other supervisors and administrators.
1. Mrs. Jaimie Lacombe, Sales Tax Collector, presented the sales tax report for the month of June, 2017. Mrs. Lacombe stated that sales tax revenues for the month of June totaled $646,123.12. She stated that of this amount, the 1.5% sales tax generated $369,261.77, the 0.25% sales tax generated $92,230.47, and the building maintenance fund generated $184,630.88.
Upon motion by Michael Lacombe , seconded by James Gauthier, the Finance Committee recommended to approve the sales tax report for the month of June, 2017, as presented by Mrs. Lacombe. MOTION CARRIED UNANIMOUSLY.
2. Mr. Steve Marcotte, Maintenance Supervisor, presented a monthly maintenance spending report.
Upon motion by Michael Lacombe , seconded by James Gauthier, the Finance Committee recommended to approve the monthly maintenance spending report as presented by Mr. Marcotte. MOTION CARRIED UNANIMOUSLY.

The Building and Lands Committee of the Avoyelles Parish School Board met Tuesday, July 18, 2017, at 4:30 p.m. at the School Board Office with the following members present:
Michael Lacombe, Chairman; Van Kojis, John Gagnard, Chris LaCour, President; and Blaine Dauzat, Superintendent. Mrs. Shelia Blackman-Dupas was absent. Also present were James Gauthier, Board Member; Thelma Prater, Assistant Superintendent; and Steve Marcotte, Maintenance Supervisor.
1. Mr. Steve Marcotte, Maintenance Supervisor, addressed the Building and Lands Committee regarding a rental appraisal for the former CDC property.
The Building and Lands Committee did not take any action on this matter.
2. Chairman Michael Lacombe discussed advertising for bids for a cleaning company to clean one school.
The Building and Lands Committee did not take any action on this matter.
3. Chairman Michael Lacombe addressed the Building and Lands Committee regarding grass cutting service for all schools.
The Building and Lands Committee did not take any action on this matter.
4. Mr. John Gagnard, Member of the Building and Lands Committee, addressed the committee regarding resurfacing the Marksville High School Track.
Upon motion by John Gagnard, seconded by Van Kojis, the Building and Lands Committee recommended to form an Ad Hoc Committee for the purpose of researching funding for this issue. MOTION CARRIED UNANIMOUSLY.
5. Upon motion by Van Kojis, seconded by John Gagnard, the Building and Lands Committee agreed to add an item to the agenda concerning the sale of vacant Board properties. MOTION CARRIED UNANIMOUSLY.
Upon motion by Van Kojis, seconded by John Gagnard, the Building and Lands Committee recommended to contract with a real estate agent to sell vacant School Board properties. MOTION CARRIED UNANIMOUSLY.

14. Mr. Darrell Wiley, Chairman of the Executive Committee, presented the following report:

The Executive Committee of the Avoyelles Parish School Board met Tuesday, July 25, 2017, at approximately 4:10 p.m. at the School Board Office with the following members present:
Darrell Wiley, Chairman; Lizzie Ned, James Gauthier, Van Kojis, Chris LaCour, President; and Blaine Dauzat, Superintendent of Schools. Also present were Michael Lacombe, John Gagnard, and Van Kojis, Board Members; Thelma Prater, Assistant Superintendent; and Brent Whiddon, Transportation Supervisor.
1. Board Member Michael Lacombe addressed the Executive Committee regarding cutting the payment of members of the Executive Committee.
Upon motion by James Gauthier, seconded by Van Kojis, the Executive Committee recommended to cut the “extra” pay for Executive Committee members as of December 31, 2017. MOTION CARRIED UNANIMOUSLY.
2. Upon motion by Van Kojis, seconded by Lizzie Ned, the Executive Committee approved an Interagency Agreement between The Rapides Foundation and the Avoyelles Parish School Board to meet the requirements of La. R.S. 17:3914 which prohibits the unauthorized sharing of personally identifiable student information (PISI) with non-school personnel, subject to certain exceptions. MOTION CARRIED UNANIMOUSLY.
3. Upon motion by James Gauthier, seconded by Van Kojis, the Executive Committee recommended to add an item to the agenda. MOTION CARRIED UNANIMOUSLY.
Upon motion by Van Kojis, seconded by Chris LaCour, the Executive Committee recommended to grant permission to revise the Mental Health agreement to include capping the number of agencies to one at each school site, for a total of nine, excluding Avoyelles High School (due to the Cabrini Clinic) for the 2017-2018 school year. MOTION CARRIED UNANIMOUSLY.
Upon motion by Van Kojis, seconded by Lizzie Ned, the Executive Committee recommended to turn this agreement into a policy. Assistant District Attorney Anthony Salario will work with Dr. Karen Williams, Supervisor of Special Services, and President Chris LaCour to word proposed policy. MOTION CARRIED UNANIMOUSLY.

14. Superintendent Blaine Dauzat addressed the Board regarding revisions to TIF Incentives. Mr. Dauzat announced that the state altered the method by which teachers will be evaluated. The TIF grant will be reworded to reflect this revision.
