SCHOOL BOARD PROCEEDINGS
The Avoyelles Parish School Board met in regular session Tuesday, January 9, 2018, at 5:00 p.m. at the School Board Office with the following members present:
Freeman Ford, Darrell Wiley, Chris LaCour, James Gauthier, Shelia Blackman-Dupas, Lizzie Ned, Michael Lacombe, Van Kojis, and John Gagnard.
Absent: None.
An Invocation was offered by Mr. Marvin Hall, Principal of Marksville High School.
The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Board Member Darrell Wiley.
1. Superintendent Blaine Dauzat presented a plaque to outgoing President Chris LaCour and outgoing Vice-President Lizzie Ned for serving for the period January 10, 2017 through January 9, 2018.
2. Superintendent Blaine Dauzat advised the Board that the terms of office for the President and Vice-President of the Avoyelles Parish School Board have expired. He then called for nominations for the office of President.
Board Member Michael Lacombe placed the name of John Gagnard in nomination for the Office of President.
Board Member Chris LaCour placed the name of James Gauthier in nomination for the Office of President.
There were no other nominations. Board Member Chris LaCour moved that the nominations for the office of President be closed. The motion was seconded by Lizzie Ned.
Superintendent Blaine Dauzat requested that the Board members cast their votes via roll call vote. The vote was as follows:

By a vote of 5-4, Mr. John Gagnard was declared President of the Avoyelles Parish School Board for the 2018 school year.
3. President John Gagnard called for nominations for the office of Vice-President.
Board Member Van Kojis placed the name of Michael Lacombe in nomination for the office of Vice-President.
There were no other nominations. Board Member James Gauthier moved that nominations for the office of Vice-President be closed. The motion was seconded by Van Kojis.
President John Gagnard requested that the Board members cast their votes. By a unanimous vote of 9-0, Michael Lacombe was elected Vice-President of the Avoyelles Parish School Board for the 2018 school year.
4. On motion by Chris LaCour, seconded by Lizzie Ned, the Board adopted the minutes of the regular Board meeting held on Monday, December 4, 2017, as printed and mailed to Board members and published in The Weekly News, official journal of the Board. MOTION CARRIED UNANIMOUSLY.
5. Board Member John Gagnard read a resolution of respect to the late Ethel Spann, former paraprofessional.
On motion by John Gagnard, seconded by Michael Lacombe, the Board adopted a resolution of respect to the late Ethel Spann. MOTION CARRIED UNANIMOUSLY.
6. Board Member Darrell Wiley read a resolution of respect to the late Hazel Milton, former food service technician.
On motion by Darrell Wiley, seconded by Van Kojis, the Board adopted a resolution of respect to the late Hazel Milton. MOTION CARRIED UNANIMOUSLY.
7. Board Member James Gauthier read a resolution of respect to the late Elizabeth “Liz” Maillet, former teacher.
On motion by James Gauthier, seconded by Darrell Wiley, the Board adopted a resolution of respect to the late Elizabeth “Liz” Maillet. MOTION CARRIED UNANIMOUSLY.
8. Superintendent Blaine Dauzat recognized the Students of the Month for January. Mr. Dauzat presented a plaque to each student. Also, each Board Member read a short biography detailing the accomplishments of each student.
The Students of the Month included: Amari Hamilton, Bunkie Elementary Learning Academy; Ka’Maurion Williams, Cottonport Elementary School; Jolie Laborde, Lafargue Elementary School; Braiden Smith, Marksville Elementary School; Jordan Augustine, Plaucheville Elementary School; Hanson Guillot, Riverside Elementary School; Seth Aucoin, Avoyelles High School; Jensen Lowery, Bunkie Magnet High School; Laken Dupuy, LaSAS; and Cameron Wilson, Marksville High School.
On behalf of the Board, President John Gagnard commended the students on their accomplishments.
9. Assistant Superintendent Thelma Prater recognized the Teachers of the Month for January. Ms. Prater commended the teachers and presented a plaque to each teacher, as follows:
Katie West, Bunkie Elementary Learning Academy; Michelle Ciudadano, Cottonport Elementary School; Gabre Williams, Lafargue Elementary School; Caitlin St. Romain, Marksville Elementary School; Sheila Aymond, Plaucheville Elementary School; Susan Bordelon, Riverside Elementary School; Anne Lemoine, Avoyelles High School; Katelyn Hines, Bunkie Magnet High School; William Williber, LaSAS; and Dolly Rousseau, Marksville High School.
On behalf of the Board, President John Gagnard commended the teachers on their accomplishments.
10. Superintendent Blaine Dauzat announced that the second semester of school began yesterday, January 8, 2018. All faculties visited Riverside Elementary School on Thursday, January 4, for workshops, buses were inspected, and food service workers attended safety meetings. Mr. Dauzat also reported that the high school Leap 2025 (formerly EOC) results are not available yet. He stated that this year, these results are not part of the students’ final grades.
11. Mrs. Aloysia Ducote, Certified Public Accountant with Ducote and Company, presented a Comprehensive Annual Financial Report for the fiscal year ending June 30, 2017. Ms. Ducote stated that her firm issued an unqualified opinion for fiscal year audit 2016-2017, and she noted no material instances of non-compliance with government auditing standards.
Ms. Ducote commended the Board as well as the staff for maintaining sound fiscal management policies.
12. The following resolution was offered by Chris LaCour and seconded by Darrell Wiley:
RESOLUTION
A resolution providing for canvassing the returns and declaring the results of the special election held in Parishwide School District of the Parish of Avoyelles, State of Louisiana, on Saturday, November 18, 2017, to authorize the levy of special taxes therein.
BE IT RESOLVED by the Parish School Board of the Parish of Avoyelles, State of Louisiana (the “Governing Authority”), acting as the governing authority of Parishwide School District of the Parish of Avoyelles, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Parishwide School District of the Parish of Avoyelles, State of Louisiana, on SATURDAY, NOVEMBER 18, 2017, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special election.
SECTION 2. Proces Verbal. A Proces Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Avoyelles, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Results. The results of said election shall be promulgated by publication in the manner provided by law.

PROCES VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN PARISHWIDE SCHOOL DISTRICT OF THE PARISH OF AVOYELLES, STATE OF LOUISIANA, ON SATURDAY, NOVEMBER 18, 2017.
BE IT KNOWN AND REMEMBERED that on Tuesday, January 9, 2018, at five o’clock (5:00) p.m., at its regular meeting place, the Avoyelles Parish School Board, 221 Tunica Drive West, Marksville, Louisiana, the Parish School Board of the Parish of Avoyelles, State of Louisiana (the “Governing Authority”) acting as the governing authority of Parishwide School District of the Parish of Avoyelles, State of Louisiana (the “District”), and being the authority ordering the special election held therein on Saturday, November 18, 2017, with the following members present:

Shall Parishwide School District of the Parish of Avoyelles, State of Louisiana (the “District”), levy a special tax of five (5) mills on all property subject to taxation in the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $710,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of giving additional aid to the public schools of the District?
PROPOSITION NO. 2
(TAX RENEWAL)
Shall Parishwide School District of the Parish of Avoyelles, State of Louisiana (the “District”), levy a special tax of five (5) mills on all property subject to taxation in the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $710,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of repairs, renovations and improvements, new construction and the purchase of property in the District?
There was found by said count and canvass that: (i) there was a total of 2,642 votes cast IN FAVOR OF Proposition No. 1 and a total of 1,467 votes cast AGAINST Proposition No. 1, as hereinabove set forth, and it was further found and determined that there was a majority of 1,175 votes cast IN FAVOR OF Proposition No. 1 as hereinabove set forth; and (ii) there was a total of 2,603 votes cast IN FAVOR OF Proposition No. 2 and a total of 1,486 votes cast AGAINST Proposition No. 2, as hereinabove set forth, and it was further found and determined that there was a majority of 1,117 votes cast IN FAVOR OF Proposition No. 2 as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that Proposition No. 1 and Proposition No. 2 as hereinabove set forth were duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Saturday, November 18, 2017.
Results by precinct are available from the Secretary of this Governing Authority during regular business hours or via the Louisiana Secretary of State’s website (voterportal.sos.la.gov).
Exhibit “A” attached hereto and made apart of this Proces Verbal is a copy of the Notice of Special Election and proof of publication thereof.

Pursuant to the provisions of a resolution adopted by the Parish School Board of the Parish of Avoyelles, State of Louisiana (the “Governing Authority”), acting as the governing authority of Parishwide School District of the Parish of Avoyelles, State of Louisiana (the “District”), on August 1, 2017, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, NOVEMBER 18, 2017, and that at the said election there will be submitted to all registered votes in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following propositions, to-wit:

Said special election will be held at each and every polling place in the Parish of Avoyelles, which polls will open at seven o’clock (7:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R. S. 18:541, to-wit:
The polling places at the precincts in the Parish are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
Notice is further given that a portion of the monies collected from the taxes described in the Propositions shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Avoyelles Parish School Board Office, 221 Tunica Drive West, Marksville, Louisiana, on TUESDAY, DECEMBER 5, 2017, AT FIVE O’CLOCK (5:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special election. 13. Mr. Michael Lacombe, Chairman of the Building and Lands Committee, presented the following report:

December 12, 2017
The Building and Lands Committee of the Avoyelles Parish School Board met Tuesday, December 12, 2017, at 4:00 p.m. at the School Board Office with the following members present:
Michael Lacombe, Chairman; Shelia Blackman-Dupas, Van Kojis, John Gagnard, Chris LaCour, President; and Blaine Dauzat, Superintendent. Also present were James Gauthier and Lizzie Ned, Board Members; Thelma Prater, Assistant Superintendent; and Steve Marcotte, Maintenance Supervisor.
1. Chairman Michael Lacombe stated that Mr. Arthur Lovall was not in attendance to present an update on the status of the former Bunkie Middle School and the lease agreement. Therefore, the committee did not take any action on this matter.
2. Mr. William Williber of Fifth Ward addressed the Building and Lands Committee regarding permission to erect a sign on the former Fifth Ward High School property.
Upon motion by Shelia Blackman-Dupas, seconded by Van Kojis, the Building and Lands Committee recommended that permission be granted to Mr. Williber and the community of Fifth Ward to erect a new sign in front of the former Fifth Ward High School/Marksville Middle School. MOTION CARRIED UNANIMOUSLY.
3. Chairman Michael Lacombe addressed the Building and Lands Committee regarding a possible delay of the Bunkie Magnet High School Auditorium project.
The Building and Lands Committee did not take any action on this matter.
4. President Chris LaCour addressed the Building and Lands Committee regarding a proposal from the Town of Simmesport.
Upon motion by Van Kojis, seconded by John Gagnard, the Building and Lands Committee recommended to enter into an intergovernmental agency agreement with the Town of Simmesport for the property behind Riverside Elementary School. MOTION CARRIED UNANIMOUSLY.
5. President Chris LaCour discussed the walking track in front of Avoyelles High School.
Upon motion by John Gagnard, seconded by Chris LaCour, the Building and Lands Committee recommended to apply for the USDA Rural Development grant with the stipulation that the Town of Moreauville will pay the 25% share. MOTION CARRIED UNANIMOUSLY.

The Finance Committee of the Avoyelles Parish School Board met on Tuesday, December 12, 2017, at 4:30 p.m. at the School Board Office with the following members present:
Van Kojis, Chairman; Freeman Ford, James Gauthier, Michael Lacombe, Chris LaCour, President; and Blaine Dauzat, Superintendent. Also present were Shelia Blackman-Dupas, Lizzie Ned and John Gagnard, Board Members; Thelma Prater, Assistant Superintendent; Mary Bonnette, Director of Finance; Jaimie Lacombe, Sales Tax Supervisor; Celeste Voinche, Supervisor of Elementary Education; and Dexter Compton, Supervisor of Secondary Education.
1. Mrs. Jaimie Lacombe, Sales Tax Collector, presented the sales tax report for the month of November, 2017. Mrs. Lacombe stated that sales tax revenues for the month totaled $617,631.43. She stated that of this amount, the 1.5% sales tax generated $352,932.32, the 0.25% sales tax generated $88,232.95, and the building maintenance fund generated $176,466.16.
Upon motion by James Gauthier, seconded by Michael Lacombe, the Finance Committee recommended to approve the sales tax report for the month of November, 2017 as presented by Mrs. Lacombe. MOTION CARRIED UNANIMOUSLY.
2. Superintendent Blaine Dauzat presented requests for overnight travel.
Upon motion by Michael Lacombe, seconded by Freeman Ford, the Finance Committee recommended to approve the requests for overnight travel as presented. MOTION CARRIED UNANIMOUSLY.
3. Mr. Steve Marcotte, Maintenance Supervisor, reported that there were no expenditures above $5000 during the month of November.
4. Mrs. Mary Bonnette, Director of Finance, reviewed the 2016-2017 Food Service budget and LaSAS budget, as follows:

John Gagnard, Chairman; Michael Lacombe, Chris LaCour, President; and Blaine Dauzat, Superintendent of Schools. Ms. Shelia Blackman-Dupas and Mr. Freeman Ford were absent. Also present were Darrell Wiley, James Gauthier, Lizzie Ned, and Van Kojis, Board Members; Thelma Prater, Assistant Superintendent; Brent Whiddon, Transportation Supervisor; and Steve Marcotte, Maintenance Supervisor.
1. Mr. Brent Whiddon, Transportation Supervisor, presented an update of bus incident reports.
The Bus Committee did not take any action on this matter.
2. President Chris LaCour addressed the Bus Committee regarding the age of the Avoyelles Parish public school buses.
Mr. Brent Whiddon, Transportation Supervisor, provided information regarding the bus numbers, the year each bus was purchased, and the number of students riding each bus.
The Bus Committee did not take any action on this matter.
3. Upon motion by Michael Lacombe, seconded by Chris LaCour, the Bus Committee recommended to go into Executive Session for the purpose of discussing pending litigation. MOTION CARRIED UNANIMOUSLY.
