SCHOOL BOARD PROCEEDINGS
The Avoyelles Parish School Board met in regular session on Tuesday, June 5, 2018, at 5:00 p.m. at the School Board Office with the following members present:
John Gagnard, President; Michael Lacombe, Vice-President; Jeralyn Young, Darrell Wiley, Chris LaCour, James Gauthier, Shelia Blackman-Dupas, and Van Kojis.
Absent: Lizzie Ned.
An Invocation was offered by Board Member Jeralyn Young.
The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Board Member Chris LaCour.
1. On motion by Darrell Wiley, seconded by Chris LaCour, the Board adopted the minutes of the regular Board meeting held on Tuesday, May 1, 2018, as printed and mailed to Board members and published in The Weekly News, official journal of the Board. MOTION CARRIED UNANIMOUSLY.
2. Board Member Chris LaCour read a resolution of respect to the late Steve Lacombe, former School Board Member.
On motion by Chris Lacour, seconded by Darrell Wiley, the Board adopted a resolution of respect to the late Steve Lacombe. MOTION CARRIED UNANIMOUSLY.
3. Board Member Chris LaCour read a resolution of respect to the late Malcolm “T-Mac” Janet, former School Board Member.
On motion by Chris LaCour, seconded by Van Kojis, the Board adopted a resolution of respect to the late Malcolm Janet. MOTION CARRIED UNANIMOUSLY.
4. Board Member Van Kojis read a resolution of respect to the late Leon Holts, Jr., former teacher and principal.

5. Board Member Van Kojis read a resolution of respect to the late Glinda M. Doucet, former teacher.
On motion by Van Kojis, seconded by Shelia Blackman-Dupas, the Board adopted a resolution of respect to the late Glinda Doucet.
6. Board Member Darrell Wiley read a resolution of respect to the late Charlene Kelone, former teacher.
On motion by Darrell Wiley, seconded by Chris LaCour, the Board adopted a resolution of respect to the late Charlene Kelone. MOTION CARRIED UNANIMOUSLY.
7. Ms. Thelma Prater, Assistant Superintendent, recognized the 2018 Outstanding School Support Personnel. Ms. Prater stated that the Outstanding School Support Employees Awards Program provides an opportunity to honor an outstanding employee at the elementary, high, and central office levels who supported and provided leadership in the operation of non-instructional activities within the school system.
Ms. Prater announced the winners at each school in the district, as follows: John Sampson, Behavior Interventionist, Bunkie Elementary Learning Academy; Sarah Ducote, paraprofessional, Cottonport Elementary School; Mary A. Littleton, cafeteria manager, Lafargue Elementary School; Kelsey Ducote, speech therapist, Marksville Elementary School; Joanne Taylor, special education paraprofessional, Plaucheville Elementary School; Cheyenne Bordelon, school nurse, Riverside Elementary School; Ontario Watson, special education paraprofessional, Avoyelles High School; Hope Ducote, custodian, Bunkie Magnet High School; Linda Daigrepont, paraprofessional, Marksville High School; Keri Desselle, paraprofessional, LaSAS; and Dana Bordelon, special education clerk, Central Office.
Assistant Superintendent Prater also announced the parish winners selected to represent the elementary and high schools as well as the central office, as follows: John Sampson, Behavior Interventionist, Bunkie Elementary Learning Academy; Keri Desselle, paraprofessional, LaSAS; and Dana Bordelon, special education clerk, Central Office.
On behalf of the Board, President John Gagnard recognized the contribution of the Outstanding School Support Employees and thanked the employees for their dedication and service.
8. Superintendent Blaine Dauzat addressed the Board and audience in attendance. First, he thanked all principals for handling the recent switch-around in school assignments. The decision was made based on what was best for the students, school performance, and principal/faculty relationships. Those assigned to the current positions are deemed the best person possible for each school. Superintendent Dauzat reported that 79.3% of Avoyelles Parish graduates are ready for college/workforce/military. This is 1.2% above the state average. All teachers, principals, and staff are to be commended for this accomplishment. Superintendent Dauzat announced that summer school has begun. Mr. Dauzat stated that there are approximately 200 students in Kindergarten through second grade participating in Reading Camp, approximately 80 students registered for the fourth through eighth grades, and about 30 high school students are participating in EOC classes, and roughly 35 high school youth have registered for JumpStart work. Lastly, Superintendent Dauzat stated that the decades-old desegregation case should finally come to a close soon, hopefully within 60 days or so.
9. Ms. Sheena Cecil of the Cooperative Extension Service recognized 4-H students from several parish schools. Each student highlighted projects completed throughout this past year, and they spoke of their accomplishments through 4-H and how they helped their communities.
10. Superintendent Blaine Dauzat addressed the Board regarding consideration of Red River Charter Academy’s charter application. He recommended that the Board vote “No” until the desegregation case is closed, and afterwards, the issue can be brought back to the table for discussion. Ms. Jessica Couvillion, Chairwoman of the Board for RRCA, expressed her appreciation to the Superintendent and Board Members for their transparency and for speaking with them. The meetings have been fruitful, and they look forward to continue working together in the near future.
A motion was made by Michael Lacombe, seconded by Van Kojis, that the Board deny Red River Charter Academy’s charter application. The motion was adopted by the following 7-1 vote:
Ayes: Jeralyn Young, Darrell Wiley, Chris LaCour, James Gauthier, John Gagnard, Michael Lacombe, and Van Kojis.
Nays: None.

11. Mr. Michael Lacombe, Chairman of the Building and Lands Committee, presented the following report:

The Building and Lands Committee of the Avoyelles Parish School Board met on Tuesday, May 8, 2018, at 4:00 p.m. at the School Board Office with the following members present:
Jeralyn Young; Darrell Wiley; Van Kojis, John Gagnard, President; and Blaine Dauzat, Superintendent. Chairman Michael Lacombe was absent. Also present were James Gauthier, Chris LaCour, and Lizzie Ned, Board Members; Steve Marcotte, Maintenance Supervisor; Celeste Voinche, Supervisor of Elementary Education; Dexter Compton, Supervisor of Secondary Education; and Jennifer Dismer, Supervisor of Child Welfare and Attendance.
1. The Building and Lands Committee discussed a request from Mr. Herrin Ducote regarding erecting a small monument at the Plaucheville Elementary School campus.
Upon motion by Darrell Wiley, seconded by Van Kojis, the Building and Lands Committee recommended to allow the Plaucheville High School Class of 1950 to place a plaque/monument at Plaucheville Elementary School in memory of the Class of 1950. MOTION CARRIED UNANIMOUSLY.
2. Mr. Steve Marcotte, Maintenance Supervisor, addressed the Building and Lands Committee regarding the leaking roof at AVAP.
Upon motion by Van Kojis, seconded by Darrell Wiley, the Building and Lands Committee recommended to wait for the report from Schneider Electric in order to make a decision on the leaking roof at AVAP. MOTION CARRIED UNANIMOUSLY.
3. Ms. Linda Thomas addressed the Building and Lands Committee regarding the purchase of the former Bunkie Middle School cafeteria.
The Building and Lands Committee did not take any action regarding this matter.
4. Mr. Steve Marcotte, Maintenance Supervisor, addressed the Building and Lands Committee regarding Section 16 lands.
The Building and Lands Committee did not take any action regarding this matter.
5. President John Gagnard discussed reconsideration of the sale of the Fifth Ward property with added provisions.
Superintendent Blaine Dauzat advised that the interested company withdrew their offer; therefore, there was no further discussion.
There being no further business, on motion by Darrell Wiley, seconded by Van Kojis, the meeting was adjourned.

The Finance Committee of the Avoyelles Parish School Board met Tuesday, May 22, 2018, at 4:30 p.m. at the School Board Office with the following members present:
Van Kojis, Chairman; Chris LaCour, James Gauthier, John Gagnard, President; and Blaine Dauzat, Superintendent. Ms. Shelia Blackman-Dupas was absent. Also present were Darrell Wiley, Lizzie Ned, and Michael Lacombe, Board Members; Thelma Prater, Assistant Superintendent; Mary Bonnette, Director of Finance; Jaimie Lacombe, Sales Tax Supervisor; and other central office supervisors.
1. Mrs. Jaimie Lacombe, Sales Tax Supervisor, presented the sales tax report for the month of April, 2018. Mrs. Lacombe stated that sales tax revenues for the month totaled $742,393.66. She stated that of this amount, the 1.5% sales tax generated $424,225.13, the 0.25% sales tax generated $106,055.96, and the building maintenance fund generated $212,112.57.
Upon motion by Chris LaCour, seconded by James Gauthier, the Finance Committee recommended to approve the sales tax report for the month of April, 2018 as presented by Mrs. Lacombe. MOTION CARRIED UNANIMOUSLY.
2. Superintendent Blaine Dauzat presented requests for overnight travel.
Upon motion by Chris LaCour, seconded by James Gauthier, the Finance Committee recommended to approve the requests for overnight travel as presented. MOTION CARRIED UNANIMOUSLY.
3. Superintendent Blaine Dauzat presented the monthly maintenance report for the month of April, as follows:

4. Mrs. Mary Bonnette, Director of Finance, presented an update on the 2017-2018 General Fund.
5. The Finance Committee recognized Mr. Scott Fazzio, insurance consultant, for the purpose of making a presentation to the Board regarding their 2018-2019 policies.

6. Resolution by Chris LaCour, seconded by James Gauthier,
WHEREAS, the Louisiana Insurance Code, Section R.S. 22:1406, permits the insured named in the policy to reject the Uninsured/Underinsured Motorists Coverage, and
WHEREAS, the Avoyelles Parish School Board is the named insured for the commercial automobile insurance Contribution and Coverage Summary Member number 005 issued by PCAL for the period from July 1, 2018 to June 30, 2019, and
WHEREAS, the Avoyelles Parish School Board does not desire to have uninsured/underinsured motorists bodily injury coverage or uninsured motorists property damage coverage,
THEREFORE, the Avoyelles Parish School Board elects to reject Uninsured/Underinsured Motorists Bodily Injury coverage and Uninsured Motorists Physical Damage coverage for the period from July 1, 2018 to June 30, 2019, and
Therefore, the Avoyelles Parish School Board authorizes member representative, Mary Bonnette, to sign Uninsured/Underinsured Motorists Bodily Injury Rejection and Uninsured Motorists Physical Damage Rejection on its behalf. MOTION CARRIED UNANIMOUSLY.

16. Mrs. Mary Bonnette, Director of Finance, addressed the Board regarding renewing the Board’s property insurance policies for the 2018-2019 fiscal year.
On motion by Van Kojis, seconded by Darrell Wiley, the Board accepted the renewal of the current coverage with a $100,000 deductible, excluding terrorism coverage, for a premium of $197,795. MOTION CARRIED UNANIMOUSLY.
On motion by Chris LaCour, seconded by Darrell Wiley, the Board accepted the excess liability/umbrella coverage for a premium of $26,736.75. MOTION CARRIED UNANIMOUSLY.
17. Superintendent Blaine Dauzat presented the Board Members with their 2017 Calendar Year Training Certificates for continuing learning units (CLUs), as follows:

18. President John Gagnard stated that he was in receipt of only one bid for the official journal of the Board for the period beginning July 1, 2018 through June 30, 2019. Superintendent Blaine Dauzat announced that Mr. Randy Decuir, owner of the Avoyelles Publishing Company, submitted a proposal in the amount of $6 per square.
On motion by James Gauthier, seconded by Chris LaCour, the Board agreed to accept the bid received and name The Marksville Weekly News as the official journal of the Board for the period July 1, 2018 through June 30, 2019 at a cost of $6 per square. MOTION CARRIED UNANIMOUSLY.

21. Superintendent Blaine Dauzat stated that discussion of Section 16 lands was on the agenda for tonight’s meeting. However, District Attorney Charles Riddle, III contacted him and requested that the discussion be tabled until next month’s meeting due to the fact that he could not attend the meeting tonight.
22. The Board was scheduled to go into Executive Session for the purpose of discussing pending litigation (Holmes versus Avoyelles Parish School Board bearing Civil Action 12,721) on the docket of the United States District Court for the Western District of Louisiana.) However, the plaintiff, Mr. Allen Holmes, was not present at the meeting tonight. Therefore, this item was removed from the agenda.
In miscellaneous business, Board Members Michael Lacombe and Van Kojis commended Superintendent Blaine Dauzat for his extensive knowledge and professionalism shown during a meeting last week with the plaintiff, legal representatives, and other entities involved in the desegregation case.
There being no further business, on motion by Darrell Wiley, seconded by Van Kojis, the meeting was adjourned.
