SCHOOL BOARD PROCEEDINGS

 

            The Avoyelles Parish School Board met in special session Thursday, March 21, 2019, at 5:00 p.m. at the School Board Office with the following members present:

 

            Lynn Deloach, President; Robin Moreau, Vice-President; Latisha Small, Stanley Celestine, Jr., Chris Robinson, and Aimee Dupuy.

 

            Absent: Chris LaCour, Rickey Adams, and Van Kojis.

 

            An Invocation was offered by Board President Lynn Deloach.

                                               

            The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Board President Lynn Deloach.

 

            1.         On motion by Robin Moreau, seconded by Stanley Celestine, Jr., the Board adopted the minutes of the special Board meeting held Monday, March 18, 2019, as printed and mailed to Board members and being published in The Weekly News, official journal of the Board.  MOTION CARRIED UNANIMOUSLY.

 

            2.         President Lynn Deloach and District Attorney Charles Riddle, III addressed the Board regarding leasing the former Mansura Middle School to the Red River Charter Academy.

 

                        District Attorney Charles Riddle, III cited State Statute (RS 17:3982 Part B1) which states in part that “Local school boards shall make available to chartering groups any vacant school facilities or any facility slated to be vacant for lease or purchase up to fair market value”. 

                                               

                        A motion was offered by Robin Moreau, seconded by Aimee Dupuy, to lease the former Mansura Middle School property to the Red River Charter Academy at the appraised value with one condition - that if the Avoyelles Parish School Board cancels the lease, Red River Charter Academy will be reimbursed the depreciated value of the capital improvements.

 

                        Discussion was held regarding the results of the lease appraisal, the monthly amount of rent to be charged over the 45-year lease period, as well as property values over the course of the lease term.

 

                        Board Member Robin Moreau withdrew his motion.

 

                        A motion was offered by Robin Moreau, seconded by Aimee Dupuy, that the Avoyelles Parish School Board lease the former Mansura Middle School property to Red River Charter Academy for the appraised value at the rate of $3500.00 per month beginning May 1, 2019,  for a 45-year term with the following stipulations: 1) That if the Avoyelles Parish School Board terminates the lease, Red River Charter Academy will be reimbursed the depreciated value of all capital improvements made; and 2) That at 15-year intervals, the lease value be reappraised without considering the capital improvements made by Red River Charter Academy.

 

                        The motion was adopted by the following vote:

 

                        Ayes:                           Robin Moreau, Aimee Dupuy, Stanley Celestine, Jr., and Lynn Deloach.

 

                        Nays:                           Latisha Small.

 

                        Abstained:                    Chris Robinson.

 

                        There being no further business, on motion by Aimee Dupuy, seconded by Robin Moreau, the meeting was adjourned.
