SCHOOL BOARD PROCEEDINGS

 

            The Avoyelles Parish School Board met in regular session Tuesday, June 4, 2019, at 5:00 p.m. at the School Board Office with the following members present:

 

            Lynn Deloach, President; Robin Moreau, Vice-President; Latisha Small, Stanley Celestine, Jr., Chris Robinson, Rickey Adams, Van Kojis, and Aimee Dupuy.

 

            Absent: Chris LaCour.

 

            An Invocation was offered by Mr. Dexter Compton, Supervisor of Secondary Education.

                                               

            The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Board Member Rickey Adams.

 

            1.         Upon motion by Aimee Dupuy, seconded by Robin Moreau, the Board adopted the minutes of the regular Board meeting held Tuesday, May 7, 2019, as printed and mailed to Board members and published in The Weekly News, official journal of the Board.  MOTION CARRIED UNANIMOUSLY.

 

            2.         Board Member Aimee Dupuy read a resolution of respect to the late Anna Gray, former teacher.

 

                        Upon motion by Aimee Dupuy, seconded by Robin Moreau, the Board adopted a resolution of respect to the late Anna Gray.  MOTION CARRIED UNANIMOUSLY.

 

            3.         Superintendent Blaine Dauzat recognized Miss Breanna McDowell, Regional 2 Louisiana Department of Education Eighth Grade Student of the Year for the State of Louisiana.  Mr. Dauzat stated that Breanna is a student at the Louisiana School for the Agricultural Sciences.

 

                        On behalf of the Board, President Lynn Deloach commended Breanna on this outstanding achievement.

 

            4.         Ms. Thelma Prater, Assistant Superintendent, recognized the 2019 Outstanding School Support Personnel.  Ms. Prater stated that the Outstanding School Support Employees Awards Program provides an opportunity to honor an outstanding employee at the elementary, high, and central office levels who supported and provided leadership in the operation of non-instructional activities within the school system.

 

                        Ms. Prater announced the winners at each school in the district, as follows: Connie Lee, paraprofessional, Bunkie Elementary Learning Academy; Patia Roy, special education paraprofessional, Cottonport Elementary School; Tammy Lacombe, school nurse, Lafargue Elementary School; Tammy M. Eves, financial secretary, Marksville Elementary School; Melissa Mayeux, paraprofessional, Plaucheville Elementary School; Larry Jackson, custodian, Riverside Elementary School; Christy Dauzat, financial secretary, Avoyelles High School; Kerri Parrish, paraprofessional, Bunkie Magnet High School; Paula Bordelon, cafeteria manager, Marksville High School; Melinda Kidder, food service manager, LaSAS; and Priscilla Ducote, transportation clerk, Central Office.

 

                        Assistant Superintendent Prater also announced the parish winners selected to represent the elementary and high schools as well as the central office, as follows: Larry Jackson, custodian, Riverside Elementary School; Christy Dauzat, financial secretary, Avoyelles High School; and Priscilla Ducote, transportation clerk.

 

                        On behalf of the Board, President Lynn Deloach recognized the contribution of the Outstanding School Support Employees and thanked the employees for their dedication and service.

 

            5.         Colonel (retired) Conrad Meyer addressed the Board regarding an update on Project-1 Avoyelles.  Colonel Meyer advised the Board that Project-1 Avoyelles is a non-profit organization; and he and the members were seeking a partnership with the Avoyelles Parish School Board.  He stated that the organization is committed to improve public education in Avoyelles Parish. 

 

                        Colonel Meyer discussed various pathways to enhance public education.  He also listed challenges that Project-1 Avoyelles was striving to overcome, as follows: improve “C” rating, become a district with no failing schools, and address issue of under-performing schools.

 

                        On behalf of the Board, President Deloach thanked Colonel Meyer for his presentation.

 

            6.         Superintendent Blaine Dauzat acknowledged that the Avoyelles Parish public school system ranked above the state average in their graduation rate.  Also, Mr. Dauzat stated that summer school began Monday, June 3, 2019, at Plaucheville Elementary School for grades K-8 (except seventh grade) and for high school remediation and the EOC.  Superintendent Dauzat further stated that the State Legislature has approved a pay increase in the amount of $1000 for teachers and $500 for support personnel as well as a 1.375% increase in the Minimum Foundation Program. 

 

            7.         Superintendent Blaine Dauzat presented the Board Members with their 2018 Calendar Year Training Certificates for continuing learning units (CLUs), as follows:

                        Superintendent Blaine Dauzat presented the “School Board Member Training Resolution” as follows:

 

School Board Member Training Resolution

 

                        WHEREAS, each member of a city and parish school board shall receive a minimum of six (6) hours of training and instruction as required by Act 380; and

 

                        WHEREAS, this training and instruction shall consist of school laws of this state, laws governing the powers, duties and responsibilities of city and parish school boards, educational trends, research and policy; and

 

                        WHEREAS, such instructional may be received from an institution of higher education in this state, from instruction sponsored by the State Department of Education, or by an in-service training program conducted by a city or parish school board central office or the Louisiana School Boards Association;

 

                        THEREFORE, BE IT RESOLVED that it becomes public record that Jeralyn Jacob Young, Darrell Wiley, James Gauthier, Christopher  LaCour, Shelia Blackman-Dupas, Lizzie Ned, Michael Lacombe, Van Kojis, and John Gagnard, members of the Avoyelles Parish School Board, have successfully completed in excess of six (6) hours as mandated by the Legislature of Louisiana in 2018.

 

                        On motion by Rickey Adams,  seconded by Van Kojis, the Board adopted the aforementioned resolution regarding school board member training.  MOTION CARRIED UNANIMOUSLY.

 

            8.         Superintendent Blaine Dauzat stated that he was in receipt of only one bid for the official journal of the Board for period beginning July l, 2019 through June 30, 2020.  Superintendent Dauzat announced that Mr. Randy Decuir, owner of the Avoyelles Publishing Company, submitted a proposal in the amount of $6 per square.

 

                        A motion was offered by Robin Moreau, seconded by Latisha Small, that the Board  accept the bid received and name  The Marksville Weekly News as the official journal of the Board for period July 1, 2019 through June 30, 2020.

 

                        The motion was adopted by the following vote:

 

                        Ayes: Latisha Small, Stanley Celestine, Jr., Chris Robinson, Lynn Deloach, Robin Moreau, Rickey Adams, and Aimee Dupuy.

 

                        Nays: Van Kojis.

 

                        Absent: Chris LaCour.

 

                        Board Member Kojis asked the editor for fair and favorable coverage of the events and happenings of the public school district.

 

            9.         Resolution by Aimee Dupuy, seconded by Rickey Adams:

 

                        BE IT RESOLVED, that the following millage(s) are hereby levied on the 2019 tax roll on all property subject to taxation by the Avoyelles Parish School Board:

                        BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Avoyelles, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2019, and to make the collection of taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

                        The foregoing resolution was read in full, the roll was called on the adoption

thereof, and the resolution was adopted by the following votes:                          

 

                        Yeas:    Latisha Small, Lynn Deloach,  Robin Moreau, Stanley Celestine, Jr.,  Aimee Dupuy, Rickey Adams, Chris Robinson, and Van Kojis.

            10.       Mr. Chris Robinson, Chairman of the Bus Committee, presented the following report:

                        The Bus Committee of the Avoyelles Parish School Board met Tuesday, May 21, 2019, at 4:30 p.m. at the School Board Office with the following members present:

 

                         Chris Robinson, Chairman; Aimee Dupuy, Latisha Small, Chris LaCour, Lynn Deloach, President; and Blaine Dauzat, Superintendent of Schools.  Also present were Stanley Celestine, Jr., Robin Moreau, Rickey Adams, and Van Kojis, Board Members; Thelma Prater,  Assistant Superintendent; Brent Whiddon, Transportation Supervisor; and Steve Marcotte, Maintenance Supervisor.

 

                        1.         Mr. Brent Whiddon, Transportation Supervisor, presented an update of bus incident reports. 

 

                                    The Bus Committee did not take any action on this matter.

 

                        2.         Superintendent Blaine Dauzat addressed the Bus Committee regarding a follow-up on the  bus driver shortage.

 

                                    Upon motion by Aimee Dupuy, seconded by Chris LaCour, the Bus Committee recommended to implement Numbers 1, 2, 5 and 6 from the Ad Hoc Committee, as follows:

                                    Number 1: Completely fund all new driver training and certifications. 

 

                                    Number 2: Increase substitute driver pay. 

 

                                    Number 5: Increase shuttle cost from $5 to $8 for round trip, no additional cost to Board.

 

                                    Number 6: Increase hourly pay for extra trips from $8 to $12 per hour, no additional cost to Board

 

                                    MOTION CARRIED UNANIMOUSLY.

 

                        The Bus Committee respectfully recommends the adoption of this report.

                        On motion by Chris Robinson, seconded by Van Kojis, the Board adopted the Bus Committee Report as presented by Chairman Robinson.  MOTION CARRIED UNANIMOUSLY.

 

                        Mrs. Mary Bonnette, Director of Finance, advised the Board that in accordance with State mandates, the substitute bus driver pay is $80 per day or $40 per half day for all substitute bus drivers.

           

            11.       Mr. Stanley Celestine, Jr., Chairman of the Education Committee, presented the following report:

                        The Executive Committee of the Avoyelles Parish School Board met Tuesday, May 21, 2019, at 5:22 p.m. at the School Board Office with the following members present:

 

                        Robin Moreau, Chairman; Chris Robinson, Stanley Celestine, Jr., Rickey Adams,  Lynn Deloach, President; and Blaine Dauzat, Superintendent.   Also present were Latisha Small, Chris LaCour, Aimee Dupuy, and Van Kojis, Board Members; Thelma Prater, Assistant Superintendent; Mary Bonnette, Director of Finance; Celeste Voinche, Supervisor of Elementary Education; Dexter Compton, Supervisor of Secondary Education; Jennifer Dismer, Supervisor of Child Welfare and Attendance; Dawn Pitre, Supervisor of Special Services; and Luke Welch, SIS Coordinator.

                        2.         Upon motion by Rickey Adams, seconded by Stanley Celestine, Jr., the Executive Committee recommended to approve a contract between the Avoyelles Parish School Board and Edlio.   MOTION CARRIED UNANIMOUSLY.

 

                        3.         Upon motion by Chris Robinson, seconded by Stanley Celestine, Jr., the Executive Committee recommended to approve a contract between the Avoyelles Parish School Board and Gaggle.  MOTION CARRIED UNANIMOUSLY.

 

                        4.         Upon motion by Chris Robinson, seconded by Rickey Adams, the Executive Committee recommended  approval of the 2019-2020 Avoyelles Parish School Board District Parent and Family Engagement Policy. MOTION CARRIED UNANIMOUSLY.

 

                        5.         Upon motion by Chris Robinson, seconded by Rickey Adams, the Executive Committee recommended approval of a contract between the Avoyelles Parish School Board and SchoolKit.  MOTION CARRIED UNANIMOUSLY.

 

                        6.         Upon motion by Rickey Adams, seconded by Stanley Celestine, Jr., the Executive Committee recommended approval of a contract between the Avoyelles Parish School Board and Amplify Education, Incorporated MOTION CARRIED UNANIMOUSLY.

                        The Finance Committee of the Avoyelles Parish School Board met Tuesday, May 21, 2019, at 5:40 p.m. at the School Board Office with the following members present:  Aimee Dupuy, Chairperson; Robin Moreau, Chris LaCour, Rickey Adams, Lynn Deloach, President; and Blaine Dauzat, Superintendent.  Also present were Latisha Small, Stanley Celestine, Jr., Chris Robinson, and Van Kojis, Board Members; Thelma Prater, Assistant Superintendent;  Mary Bonnette, Director of Finance; Jaimie Lacombe, Dawn Pitre, Dexter Compton, Celeste Voinche, Jennifer Dismer, and Jenny Welch, Supervisors.

 

                        1.         Mrs.  Jaimie Lacombe, Sales Tax Supervisor, presented the sales tax report for the month of April, 2019.   Mrs. Lacombe stated that sales tax revenues for the month totaled $767,355.56.  She stated that of this amount, the 1.5% sales tax generated $438,488.81, the 0.25% sales tax generated $109,622.35, and the building maintenance fund generated $219,244.40.

 

                                    Upon motion by Chris LaCour, seconded by Rickey Adams, the Finance Committee recommended to accept the sales tax report for the month of April, 2019 as presented by Mrs. Lacombe.   MOTION CARRIED UNANIMOUSLY.

 

                        2.         Superintendent Blaine Dauzat advised the Finance Committee that there was not any maintenance spending expenditure above $5,000 for the month of April, 2019. 

                                   

                        3.         Superintendent Blaine Dauzat presented requests for overnight travel.

 

                                    Upon motion by Robin Moreau, seconded by Chris LaCour, the Finance Committee recommended to approve the requests for overnight travel as presented.  MOTION CARRIED UNANIMOUSLY.

 

                        4.         Mr. Scott Fazzio, Insurance Consultant, addressed the Finance Committee regarding the 2019-2020 insurance policy renewal.

 

                        5.         Mr. Brett Long, Grant Writer, presented a Grant Status Report to the Finance Committee. 

 

                        6.         Mrs. Becky Spencer, Tech Coordinator, presented information regarding an application for final allocation of Erate Category 2 monies.

 

                        7.         Mrs. Mary Bonnette, Director of Finance, presented  proposed General Fund Budget Revisions for 2018-2019.

 

                                    Upon motion by Chris LaCour, seconded by Robin Moreau, the Finance Committee recommended to approve the proposed General Fund Budget Revisions for 2018-2019, as follows: MOTION CARRIED UNANIMOUSLY.

                                    The Needs Assessment Committee met on Thursday, May 9, 2019, at 8:00 a.m. at the School Board Office, with the following members resent:

 

                                    Lynn Deloach, Board Member; Chris LaCour, Board Member; Chris Robinson, Board Member; Blaine Dauzat, Superintendent; Thelma Prater, Assistant Superintendent; Jaimie Lacombe, Sales Tax Supervisor; and Steve Marcotte, Maintenance Supervisor.

 

                                    (1)        Thelma Prater, Assistant Superintendent, reviewed the 2018-2019 budget with the Committee which provides for $109,340 for the second semester.

 

                                                A motion was offered by Chris LaCour, seconded by Chris Robinson, to approve the 2018-2019 budget as presented.   MOTION CARRIED.

 

                                    (2)        Upon motion by Chris LaCour, seconded by Chris Robinson, to table all camera requests until Mrs. Becky Spencer and Mr. Chris Lemoine evaluate and obtain an estimated cost for each school to continue to install cameras successfully.  MOTION CARRIED.

 

                                    (a)        The committee recommended to purchase 30 chromebooks, 30 licenses and 1 cart in the amount of $8,300 for Bunkie Elementary Learning Academy.  (Purchase Order 252)

 

                                    (b)        The committee recommended to purchase 2 Smart Interactive Flat Panel Boards in the amount of $7,279.74 for Cottonport Elementary School.   (Purchase Order 253)

 

                                    (c)        The committee recommended to purchase 33 Chromebox in the amount of $11,607.75 for Lafargue Elementary School.  ( Purchase Order 254)

 

                                    (d)        The committee recommended to purchase 12 2-way radios in the amount of $839.88 for Marksville Elementary School.  ( Purchase Order 256)

 

                                    (e)        The committee recommended to construct a 75 feet catwalk in the area for parent pick up and loading and unloading for special needs students not to exceed $10,000 for Marksville Elementary School.   (Purchase Order 255)

 

                                    (f)         The committee recommended to approve a request for computer desk with partitions in the amount of $13,360 for Plaucheville Elementary School.  (Purchase Order 257)

 

                                    (g)        The committee recommended to approve a request for 3 Smartboards in the amount of $10,919.61 for Riverside Elementary School.   (Purchase Order 258)

 

                                    (h)        The committee recommended to approve a request to purchase a sound system for the football field in the amount of $4,959 for Avoyelles High School.  (Purchase Order 259)

 

                                    (i)         The committee recommended to approve a request to purchase tile for the gym lobby and concrete the entrance area in the gym in the amount of $5,904 for Avoyelles High School.  (Purchase Order 260)

 

                                    (j)         The committee recommended to approve a request to purchase a buzzer for the front entrance of the school in the amount of $8,000 for Avoyelles High School.  (Purchase Order 261)

 

                                    (k)        The committee recommended to approve a request to purchase doors and frames for the gym lobby in the amount of $9,400 for Bunkie Magnet High School.  (Purchase Order 262)

 

                                    (l)         The committee recommended to approve a request to replace the existing floor in the gym lobby in the amount of $6,395 for Bunkie Magnet High School.  (Purchase Order 263)

 

                                    (m)       The committee recommended to approve a request to install AC ducts in the boys and girls restroom in the amount of $465 for Bunkie Magnet High School.  (Purchase Order 264)

 

                                    (n)        The committee recommended to approve a request to purchase 12 projectors and ceiling mounts contingent on the Board approving the over-budgeted amount of  $8,000 to complete the total amount of $13,914.46 for Marksville High School.  ( Purchase Order 265)

 

                                    (3)        The committee recommended to deny the following requesets due to available funds.  MOTION CARRIED.

                        On motion by Van Kojis, seconded by Robin Moreau , the Board agreed to accept the consultant’s recommendation to purchase the aforementioned policies, not to exceed the costs, for the 2019-2020 fiscal year.   Also, the Board agreed to allow member representative, Mary Bonnette, to sign Uninsured/Underinsured Motorists Bodily Injury Rejection and Uninsured Motorists Physical Damage Rejection on its behalf.   MOTION CARRIED UNANIMOUSLY.

            14.       Mr. Rickey Adams, Chairman of the Building and Lands Committee, presented the following report:

                        The Building and Lands Committee of the Avoyelles Parish School Board met Tuesday, May 21, 2019, at approximately 6:10 p.m. at the School Board Office with the following members present:

                        1.         Chairman Rickey Adams addressed the Building and Lands Committee regarding hunting permits.

 

                                    The Building and Lands Committee did not take any action on this matter.

 

                        2.         Chairman Rickey Adams discussed placing security doors at LaSAS.

 

                                    Upon motion by Van Kojis, seconded by Robin Moreau, the Building and Lands Committee recommended to install security doors at LaSAS, utilizing LaSAS funds.  MOTION CARRIED UNANIMOUSLY.

 

                        3.         Committee Member Robin Moreau addressed the Building and Lands Committee regarding the roof repair at the former Fifth Ward High School.

                                    The Building and Lands Committee did not take any action on this matter.

 

                        4.         Committee Member Robin Moreau discussed turning over all moveable items to the Fifth Ward Community Center that are within the former Fifth Ward School.

 

                                    The Building and Lands Committee did not take any action on this matter.

 

                        5.         Board Member Aimee Dupuy addressed the Building and Lands Committee regarding the Marksville Elementary School’s roof.

 

                                    The Building and Lands Committee did not take any action on this matter.

                        With regards to Item Number 4, a motion was offered by Robin Moreau, seconded by Aimee Dupuy, to turn over the movable items, that are in the former Fifth Ward School, to the individuals in the Fifth Ward Community.

                       

                         Mr. Moreau withdrew his motion in order to accept the Building and Lands Committee Report.   

 

                        On motion by Rickey Adams, seconded by Van Kojis, the Board approved the Building and Lands Committee Report as presented by Chairman Adams.  MOTION CARRIED UNANIMOUSLY.

                                    The Board reconvened in open public session at approximately 6:45 p.m.

 

                                    On motion by Van Kojis, seconded by Robin Moreau, the Board agreed to authorize their legal counsel to attempt a settlement up to the amount discussed in Executive Session.  MOTION CARRIED UNANIMOUSLY.
