SCHOOL BOARD PROCEEDINGS
The Avoyelles Parish School Board met in regular session on Tuesday, December 7, 2021, at 5:00 p.m. at the School Board Office, in Marksville, Louisiana, with the following members present:
Stanley Celestine, Jr., President; Jill Guidry, Vice-President; Lynn Deloach, Chris LaCour, Robin Moreau, Chris Robinson, Rickey Adams, and Aimee Dupuy.
Absent: Latisha Small.
An Invocation was offered by Mr. Dexter Compton, Supervisor of Secondary Education.
The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Board Member Chris Robinson.
1. On motion by Jill Guidry, seconded by Robin Moreau, the Board adopted the minutes of the regular Board meeting held on Tuesday, November 2, 2021, as printed and mailed to Board members and published in The Weekly News, official journal of the Board. MOTION CARRIED UNANIMOUSLY.
2. Board Member Aimee Dupuy read a resolution of respect to the late Florence Louise Decuir, retired teacher.
On motion by Aimee Dupuy, seconded by Rickey Adams, the Board adopted the resolution of respect to the late Florence Louise Decuir, retired teacher. MOTION CARRIED UNANIMOUSLY.
3. Superintendent Karen Tutor recognized the Students of the Month for November, 2021. Mrs. Tutor presented a plaque to each student. Also, each Board member read a short biography detailing the accomplishments of each student.
The Students of the Month at each school are as follows:
Ilyria Marcotte, Bunkie Elementary Learning Academy; Sophie Bordelon, Cottonport Elementary School; Abbigail Gaspard, Lafargue Elementary School; Daiylon Gallien, Marksville Elementary School; Kaylab Chenevert, Plaucheville Elementary School; Reid Leger, Riverside Elementary School; Kourtney Dubea, Avoyelles High School; Troshon Laurent, Bunkie Magnet High School; Beth Broussard, Louisiana School for the Agricultural Sciences; and A’veiona Francisco, Marksville High School.
On behalf of the Board, President Stanley Celestine, Jr. commended the students on this outstanding achievement.
4. Assistant Superintendent Thelma Prater recognized the Teachers of the Month for November, 2021. She commended the teachers for their dedication, and Superintendent Tutor presented a plaque to each teacher, as follows:
Vetria Veal, Bunkie Elementary Learning Academy; Brianna Vaccaro, Cottonport Elementary School; Sarah Landry, Lafargue Elementary School; Lauren Ducote, Marksville Elementary School; Kara Lemoine, Plaucheville Elementary School; Yvonne Bassett, Riverside Elementary School; Amanda Ebey, Avoyelles High School; Jill Tassin, Bunkie Magnet High School; Summer Anderson, Louisiana School for the Agricultural Sciences; and Khalil Roy, Marksville High School.
On behalf of the Board, President Stanley Celestine, Jr. commended the teachers on this outstanding achievement.
5. Superintendent Karen Tutor addressed the Board regarding a lease agreement between Who Have You Blessed, LLC and the Avoyelles Parish School Board.
On motion by Jill Guidry, seconded by Chris Robinson, the Board approved the lease agreement between Who Have You Blessed, LLC and the Avoyelles Parish School Board. MOTION CARRIED UNANIMOUSLY.
On motion by Robin Moreau, seconded by Rickey Adams, the Board authorized Superintendent Tutor to sign the lease agreement on behalf of the Avoyelles Parish School Board. MOTION CARRIED UNANIMOUSLY.
6. District Attorney Charles Riddle addressed the Board for discussion on the proposal of the rental and sale of Bunkie Detention Center.
On motion by Jill Guidry, seconded by Chris Lacour, the Board accepted the proposal of the lease of Bunkie Detention Center for up to two years in the amount of two thousand three hundred eighty-seven dollars ($2387.00) per month with the lessee not receiving any of that as credit to purchase, but lessee will have the right of first refusal if another offer is made on the property. MOTION CARRIED UNANIMOUSLY.
On motion by Aimee Dupuy, seconded by Robin Moreau, the Board authorized Board President Stanley Celestine, Jr. to sign the lease agreement on behalf of the Avoyelles Parish School Board. MOTION CARRIED UNANIMOUSLY.
7. Steve Marcotte, Maintenance Supervisor, addressed the Board with a discussion of the high school tracks.
On motion by Chris Lacour, seconded by Jill Guidry, the Board approved the contract with Borrel Engineering, LLC for the design and geotechnical engineering for upcoming improvements at the three high school tracks in the amount of $84,815. The motion was adopted by the following 6-2 vote:
AYES: Lynn Deloach, Chris Lacour, Robin Moreau, Jill Guidry, Chris Robinson, and Rickey Adams.
NAYS: Stanley Celestine, Jr. and Aimee Dupuy.
8. Jessica Gauthier, SIS Coordinator, addressed the Board regarding a contract between Edmentum and the Avoyelles Parish School Board.
On motion by Aimee Dupuy, seconded by Robin Moreau, the Board agreed to approve the contract between Edmentum and the Avoyelles Parish School Board to be funded with ESSER funds. MOTION CARRIED UNANIMOUSLY.
9. Ms. Thelma Prater, Assistant Superintendent, addressed the Board for discussion to extend the stipend for Thelma Prater.
On motion by Jill Guidry, seconded by Lynn Deloach, the Board agreed to extend the stipend for Thelma Prater until the end of January, 2022. The motion was adopted by the following 7-1 vote:
AYES: Lynn Deloach, Chris Lacour, Robin Moreau, Stanley Celestine, Jr., Jill Guidry, Chris Robinson, and Rickey Adams.
NAYS: Aimee Dupuy.
10. Jill Guidry, Chairperson of the Finance Committee, presented the following report:
FINANCE COMMITTEE REPORT
November 16, 2021
The Finance Committee of the Avoyelles Parish School Board met on Tuesday, November 16, 2021, at approximately 4:30 p.m. at LaSAS with the following members present:
Jill Guidry, Chairperson; Rickey Adams, Aimee Dupuy, Chris Robinson; Karen L. Tutor, Superintendent; and Thelma Prater, Assistant Superintendent. Stanley Celestine, Jr., President, and Chris Lacour were absent. Also present were Latisha Small, Lynn Deloach, and Robin Moreau, Board members; Jamie Lacombe, Sales Tax Supervisor; Brent Whiddon, Transportation Supervisor; Steve Marcotte, Maintenance Supervisor; other supervisors and coordinators.
1. Jamie Lacombe, Sales Tax Supervisor, presented an actual sales tax report for the month of October, 2021. She stated that sales tax collections totaled $956,390.25. Mrs. Lacombe said that of this amount, the 1% sales tax generated $546,508.85, the 0.25% sales tax generated $136,626.97, and the building and maintenance fund generated $273,254.43.
2. Committee member Robin Moreau presented the monthly maintenance report on expenditures for the Committee’s review.
The Finance Committee did not take any action on this matter.
3. Jamie Lacombe, Sales Tax Supervisor, addressed the Committee with the monthly General Fund 2021-2022 Year-to-Date Report with Comparisons.
The Finance Committee did not take any action on this matter.
4. Beck Hanes addressed the Finance Committee with a presentation by Argent Financial Services.
On motion by Aimee Dupuy, seconded by Rickey Adams, the Finance Committee recommended to continue discussions with Argent Financial Services and other local financial businesses.
MOTION CARRIED UNANIMOUSLY.

11. Robin Moreau, Chairman of the Building and Lands Committee, presented the following report:
BUILDING AND LANDS COMMITTEE REPORT
November 16, 2021
The Building and Lands Committee of the Avoyelles Parish School Board met on Tuesday, November 16, 2021, at approximately 4:51 p.m. at LaSAS with the following members present:
Robin Moreau, Chairman; Lynn Deloach, Jill Guidry; Karen L. Tutor, Superintendent; and Thelma Prater, Assistant Superintendent. Chris Lacour and Stanley Celestine, Jr., President, were absent. Also present were Latisha Small, Chris Robinson, Rickey Adams, and Aimee Dupuy, Board members; Jamie Lacombe, Sales Tax Supervisor; Brent Whiddon, Transportation Supervisor; Steve Marcotte, Maintenance Supervisor; other supervisors and coordinators.
1. Chairman Robin Moreau addressed the Building and Lands Committee with discussion about a Louisiana litter cleanup campaign titled “Love Where You Live Avoyelles”.
The Building and Lands Committee did not take any action on this matter.
2. Board member Chris Robinson addressed the Building and Lands Committee for discussion of adding a fence around AVAP.
On motion by Lynn Deloach, seconded by Jill Guidry, the Building and Lands Committee recommended that Principal Mike Rachal and Maintenance Supervisor Steve Marcotte work together and explore locations of the fence. MOTION CARRIED UNANIMOUSLY.
3. Board member Chris Robinson addressed the Building and Lands Committee for discussion of the flooding at Marksville High School.
The Building and Lands Committee did not take any action on this matter.
4. The Board had a discussion with the Building and Lands Committee regarding the leasing of the Bunkie Detention Center.
On motion by Jill Guidry, seconded by Lynn Deloach, the Building and Lands Committee recommended to lease for appraised value with lessee not receiving credit to buy, and Jeff Quebedeaux will have the right of first refusal for 48 hours if another offer is made on the property.
MOTION CARRIED UNANIMOUSLY.

The Education Committee of the Avoyelles Parish School Board met on Tuesday, November 16, 2021, at 5:24 p.m. at LaSAS with the following members present:
Chris Robinson, Chairman; Lynn Deloach, Aimee Dupuy, Latisha Small; Karen L. Tutor, Superintendent; and Thelma Prater, Assistant Superintendent. Stanley Celestine, Jr., President, and Chris Lacour were absent. Also present were Jill Guidry, Robin Moreau, and Rickey Adams, Board members; Jamie Lacombe, Sales Tax Supervisor; Brent Whiddon, Transportation Supervisor; Steve Marcotte, Maintenance Supervisor; other supervisors and coordinators.
1. Chairman Chris Robinson addressed the Education Committee for discussion of a new committee for Student Council. Chairman Robinson announced the new committee members as follows: Avoyelles High School - Anna Gautreaux, Bunkie Magnet High School - Isabelle Vasquez, and LaSAS - Laken Dupuy. These students each presented updates/activities in both their schools and their feeder schools.
The Education Committee did not take any action at this time.

The Executive Committee of the Avoyelles Parish School Board met on Tuesday, November 16, 2021, at 5:46 p.m. at LaSAS with the following members present:
Aimee Dupuy, Chairperson; Lynn Deloach, Robin Moreau, Latisha Small; Karen L. Tutor, Superintendent; and Thelma Prater, Assistant Superintendent. 2. Superintendent Karen L. Tutor addressed the Executive Committee regarding a request for an increase in hourly rates for Special Counsel.
On motion by Robin Moreau, seconded by Latisha Small, the Executive Committee recommended to approve the increase in hourly rates from $125.00 per hour to $225.00 per hour for Special Counsel.
MOTION CARRIED UNANIMOUSLY.
3. Jamie Lacombe, Sales Tax Supervisor, addressed the Executive Committee for discussion of increasing the travel rate.
On motion by Robin Moreau, seconded by Latisha Small, the Executive Committee recommended to approve the Tier 4 rate to $71 per day.
MOTION CARRIED UNANIMOUSLY.
4. Superintendent Karen L. Tutor addressed the Executive Committee requesting approval of a Memorandum of Understanding (MOU) between Oxford Teachers Academy at REACH University and the Avoyelles Parish School Board.
On motion by Robin Moreau, seconded by Latisha Small, the Executive Committee recommended to approve the MOU between Oxford Teachers Academy at REACH University and the Avoyelles Parish School Board.

16. Superintendent’s Comments: Superintendent Karen L. Tutor thanked everyone for their participation in the Board Retreat. She stated that Dr. Janet Pope would like to meet with the Board soon to continue the retreat process. The Board agreed to meet with her on Wednesday, January 12, 2022 at 4:30 p.m. at the LSU Ag Center. Superintendent Tutor announced that ESSER funds are expected to be approved by December 17, 2021. Superintendent Tutor also announced that the federal mask mandate has been extended through March, 2022, for public transportation, which includes school buses. Superintendent Tutor then gave an update on test scores from the past couple of years and introduced each principal from the Avoyelles Parish School System. Each principal gave a two-minute presentation on their respective school. Each principal discussed their goals and plans for this school year.
In miscellaneous business, Board member Lynn Deloach announced that a fundraiser will be held for the family of the child who lost her life during the week of Thanksgiving. A cake sale hosted by friends and family will be held at the Fifth Ward Community Center on Saturday, December 11, 2021, from 11 a.m. to 1:00 p.m.
There being no further business, on motion by Robin Moreau, seconded by Jill Guidry, the meeting was adjourned.
