SCHOOL BOARD PROCEEDINGS
The Avoyelles Parish School Board met in regular session on Tuesday, June 18, 2024 at 5:00 p.m. at the School Board Office in Marksville, Louisiana, with the following members present:
Lynn Deloach, President; Jill Guidry, Vice-President; Latisha Small, Keith Lacombe, Robin Moreau, Jay Callegari, Chris Robinson, Rickey Adams, and Aimee Dupuy.
Absent: None.
An Invocation was offered by Dexter Compton, Supervisor of Secondary Education.
The meeting opened with the Pledge of Allegiance to the Flag of the United States of America led by Board Member Keith Lacombe.
1. On motion by Aimee Dupuy, seconded by Robin Moreau, the Board adopted the minutes of the regular Board meeting held on Tuesday, May 14 2024, as printed and mailed to Board members and published in The Weekly News, official journal of the Board. MOTION CARRIED UNANIMOUSLY.
2. A) Board Member Rickey Adams read a resolution of respect to the late Kenneth Ray Maillet, retired teacher/coach.
On motion by Rickey Adams, seconded by Robin Moreau, the Board adopted the resolution of respect to the late Kenneth Ray Maillet, retired teacher/coach. MOTION CARRIED UNANIMOUSLY.
B) Board Member Keith Lacombe read a resolution of respect to the late Michael Jude Brinkley, retired teacher.
On motion by Keith Lacombe, seconded by Rickey Adams, the Board adopted the resolution of respect to the late Michael Jude Brinkley, retired teacher.
C) Board Member Robin Moreau read a resolution of respect to the late Vivian Deville Laprairie Descant, retired Federal Programs Secretary.

INFORMATION ITEMS:
3. Donna Desoto with the Avoyelles Community Youth Coalition (ACYC) addressed the Board with a summary of statistical improvement configurations displaying student progress regarding educational presentations and demonstrations by ACYC on the dangers of misusing alcohol, fentanyl, opioids, and vapes.
4. Wendy Marchand, Curriculum Supervisor, addressed the Board regarding DIBELS data.
5. Jennifer Welch, Food Service Supervisor, announced to the Board that the Avoyelles Parish School Board was awarded a $20,000 Grant from No Kid Hungry for the 2024-2025 school year.
6. Board Member Chris Robinson addressed the Board for discussion on parental contact/notifications.
7. The Sales Tax Report was presented for the month of May, 2024. Sales tax collections totaled $938,872.64. Of this amount, the 1% sales tax generated $536,498.47, the 0.25% sales tax generated $134,124.94, and the building and maintenance fund generated $268,249.23.
8. The monthly maintenance report on expenditures was submitted.
9. The monthly General Fund 2023-2024 Year-to-Date Report with Comparisons was presented.
10. The 2024-2025 Budget Review was also presented.
11. The following personnel changes were submitted for the Board's review.

14. Request to approve the EDgear Software Services/License Agreement in the amount of $117,494.00 funded by General Fund.
15. Request to post an RFP for technology devices for the 2024-2025 school year.
16. Request to approve the 2024-2025 District Parent and Family Engagement policy.
17. Request to approve the Soliant contract for ASL Interpreter from General Funds in the amount of $74 per hour.
18. Request to approve the High School Dual Enrollment Agreement between the Avoyelles Parish School Board and Louisiana State University at Alexandria for 2024-2025 with a price increase to $50 credit hour.
19. Request to approve overnight travel requests.
On motion by Aimee Dupuy, seconded by Robin Moreau, the Board approved the consent agenda items. MOTION CARRIED UNANIMOUSLY.
ACTION ITEMS:
20. Board Member Latisha Small addressed the Board for discussion on the student advisory plan for the 2024-2025 school year. Since some student advisors are unable to attend every board meeting in person, it was suggested that they be allowed to send their school updates each month via email to be published in the board's newsletter.
On motion by Latisha Small, seconded by Robin Moreau, the Board approved the student advisory plan for the 2024-2025 school year by the following 8-1 vote:
YEAS: Latisha Small, Robin Moreau, Lynn Deloach, Keith Lacombe, Jay Callegari, Rickey Adams, Jill Guidry, and Aimee Dupuy.
NAYS: Chris Robinson.
21. Board President Lynn Deloach addressed the Board with a recommendation to approve the Finance Committee Report.
On motion by Jill Guidry, seconded by Jay Callegari, the Board approved the Finance Committee Report. MOTION CARRIED UNANIMOUSLY.
22. Blake Knoll with 1st Insurance addressed the Board with recommendations and discussion of the insurance policy renewal.
On motion by Aimee Dupuy, seconded by Robin Moreau, the Board approved the insurance policy from Liberty Mutual for an annual premium of $1,379,339.06 with a $25,000 deductible, rejected uninsured motorists coverage and medical payments, and granted authority to Finance Director Mary Bonnette to sign all documents required. MOTION CARRIED UNANIMOUSLY.
23. Mary Bonnette, Director of Finance, gave a report on the public hearing held regarding millage rates. Board members Lynn Deloach, Aimee Dupuy, Chris Robinson, and Jay Callegari had attended the meeting. Ms. Bonnette then recommended that the Board adopt the adjusted millage rate(s).
On motion by Robin Moreau, seconded by Jay Callegari, the Board adopted the adjusted millage rate(s). MOTION CARRIED UNANIMOUSLY.
24. Mary Bonnette, Director of Finance, addressed the Board with a recommendation to set forth the adjusted millage rate(s) and roll forward to millage rate(s) not exceeding the maximum authorized rate(s).
On motion by Jill Guidry, seconded by Robin Moreau, the Board agreed to set forth the adjusted millage rate(s) and roll forward to millage rate(s) not exceeding the maximum authorized rate(s). MOTION CARRIED UNANIMOUSLY.
25. Mary Bonnette, Director of Finance, addressed the Board with proposed Budget Revisions for Food Services for the schools and for LaSAS.
On motion by Robin Moreau, seconded by Rickey Adams, the Board approved the Revised Food Services Budget for the schools. MOTION CARRIED UNANIMOUSLY.

26. Ray Carlock, Maintenance Supervisor, addressed the Board with a recommendation to approve Change Order #1 for AHS/RES Schools Reroofing and Repairs Project. This change order decreases the contract price by $70,000.00 due to installing the new TPO roof over the existing flat roof at AHS/RES which will eliminate the need to tear out the existing roof.
On motion by Jill Guidry, seconded by Aimee Dupuy, the Board approved Change Order #1 for AHS/RES Schools Reroofing and Repairs Project as presented. MOTION CARRIED UNANIMOUSLY.
27. Ray Carlock, Maintenance Supervisor, addressed the Board with a recommendation to approve Change Order #2 for AHS/RES Schools Reroofing and Repairs Project. This change order will increase the contract price by $118,000.00 to provide the Davis Bacon Act wages and reporting documents which were not included in the original specifications or contract. The Davis Bacon Act wages and reporting documents are required for the use of ESSER 3 federal funds.
On motion by Robin Moreau, seconded by Rickey Adams, the Board approved Change Order #2 for AHS/RES Schools Reroofing and Repairs Project as presented. MOTION CARRIED UNANIMOUSLY.
28. Ray Carlock, Maintenance Supervisor, addressed the Board with a recommendation to approve the lowest bidder for custodial and maintenance supplies.
On motion by Robin Moreau, seconded by Aimee Dupuy, the Board awarded the custodial and maintenance supplies contract to the lowest bidder. MOTION CARRIED UNANIMOUSLY.
24. Ray Carlock, Maintenance Supervisor, addressed the Board with a recommendation to allow the Spring Bayou Restoration Team (SBRT) to proceed with Bae Sec Landing improvements.
On motion by Jill Guidry, seconded by Robin Moreau, the Board granted approval for the SBRT to proceed with Bae Sec Landing improvements. MOTION CARRIED UNANIMOUSLY.
25. On motion by Jay Callegari, seconded by Chris Robinson, the Board removed Item #30 from the agenda. MOTION CARRIED UNANIMOUSLY.
There being no further business, on motion by Aimee Dupuy, seconded by Robin Moreau, the meeting was adjourned.
