SCHOOL BOARD PROCEEDINGS

 

The Avoyelles Parish School Board met in regular session on Tuesday, June 24, 2025, at 5:00 p.m. at the School Board Office in Marksville, Louisiana, with the following members present:

 

Rickey Adams, President; Robin Moreau, Vice President; Latisha Small, Lynn Deloach, Keith Lacombe, Jay Callegari, Jill Guidry, and Aimee Dupuy.

 

Absent: Chris Robinson.

 

  1. An Invocation was offered by Dexter Compton, Supervisor of Curriculum.

     

  2. The meeting opened with the Pledge of Allegiance to the flag of the United States of America led by Board member Keith Lacombe.

     

  3. On motion by Robin Moreau, seconded by Lynn Deloach, the Board adopted the minutes of the regular Board meeting held on Tuesday, May 27, 2025, as printed and mailed to Board members and published in The Weekly News, official journal of the Board.  MOTION CARRIED UNANIMOUSLY.

     

  4. Board member Robin Moreau read a resolution of respect to the late Rodney Phillip Dufour, retired teacher.

     

    On motion by Robin Moreau, seconded by Jill Guidry, the Board adopted the resolution of respect to the late Rodney Phillip Dufour, retired teacher.  MOTION CARRIED UNANIMOUSLY.

 

INFORMATION ITEMS:

 

  1. Becky Spencer, Network Supervisor, provided information on the 2025-2026 Back-to-School Bash, which will be held on Monday, July 14, at Avoyelles High School.

     

  2. Tim Curry with Allegiance Health System addressed the Board regarding their partnership using the Mobile Unit.

     

  3. The Sales Tax Report was presented for the month of May, 2025.  Sales tax collections totaled $963,722.07.  Of this amount, the 1% sales tax generated $550,697.89, the 0.25% sales tax generated $137,675.23, and the building and maintenance fund generated $275,348.95.

     

  4. The monthly maintenance report on expenditures was presented.

     

  5. The monthly General Fund 2024-2025 Year-to-Date Report with Comparisons was presented.

  1. Request to approve the Marksville Weekly News as the official journal of the Board for the period beginning July 1, 2025, through June 30, 2026.

     

  2. Request to approve the Memorandum of Understanding (MOU) with CRIMESTOPPERS, Inc. Crimestoppers Safe School Louisiana App and the Avoyelles Parish School District.

     

  3. Request to approve the purchase of three (3) servers including installation, migration, and a 3-year support contract to replace old servers for a cost of $51,379.91 to be paid with Technology Funds.

     

  4. Request to post RFP for the 2025-2026 Technology purchasing.

     

  5. Request to renew the contract with Nextiva for three (3) years from July 1, 2025 through June, 2028, to be paid with General Funds.

     

  6. Request to enter into a professional learning contract with Blackhills Special Services Cooperative/Compass Partners in Learning in the amount of $12,000 to be paid from IDEA 619-B Set Aside Fund.

     

  7. Request to approve the Teacher Salary Schedule for 2025-2026 school year.

     

  8. Request to approve retrofitting air conditioning on the Plaucheville Elementary School (PES) Community Bus in the amount of $25,000 funded by PES Full-Service Community School Grant.

     

  9. Request to approve Riverside Elementary School (RES) to piggyback off the retrofitting of air conditioning on the RES Community Bus in the amount of $25,000 funded by RES Full-Service Community School Grant.

     

  10. Request to approve the purchase of a food service server from Avexon in the amount of $10,144.75 to be funded by SFS 01.

     

  11. Request to approve overnight travel.

     

    On motion by Aimee Dupuy, seconded by Jay Callegari, the Board approved the consent agenda items.  MOTION CARRIED UNANIMOUSLY.

 

ACTION ITEMS:

 

  1. Blake Knoll with First Insurance addressed the Board with a recommendation to approve insurance renewals with First Insurance and to reject uninsured motorist coverage.

     

    On motion by Jill Guidry, seconded by Jay Callegari, the Board approved the insurance renewals with First Insurance as presented, rejected uninsured motorist coverage, and granted authority to Mary Bonnette, Finance Director, to sign all required documentation.  MOTION CARRIED UNANIMOUSLY.

     

  2. Superintendent Karen Tutor addressed the Board with a recommendation to approve the following Rapides Foundation 2025-2026 Grants:

     

    1. Healthy Behavior Grant – $53,400.00

    2. Effective Schools Grant – $125,000.00

     

    On motion by Aimee Dupuy, seconded by Keith Lacombe, the Board approved the Rapides Foundation 2025-2026 Grants as presented.  MOTION CARRIED UNANIMOUSLY.

     

  3. Superintendent Tutor addressed the Board with a request to approve the resolution giving authority to Jenny Welch and Wendy Marchand to sign for the Rapides Foundation 2025-2026 Grants on behalf of the Avoyelles Parish School District.

     

    On motion by Aimee Dupuy, seconded by Jill Guidry, the Board approved the resolution granting authority to Jenny Welch and Wendy Marchand to sign for the Rapides Foundation 2025-2026 Grants on behalf of the Avoyelles Parish School District.  MOTION CARRIED UNANIMOUSLY.

     

  4. Jessica Rachal, Sales Tax Supervisor, addressed the Board with a recommendation to approve an Amendment to the Agreement Sales Tax Audit Contract with Revenue Recovery.

     

    On motion by Robin Moreau, seconded by Aimee Dupuy, the Board approved the Amendment to the Agreement Sales Tax Audit Contract with Revenue Recovery.  MOTION CARRIED UNANIMOUSLY.

     

  5. Mary Bonnette, Finance Director, addressed the Board with a recommendation to approve the General Fund 2024-2025 Budget Revision.

     

    On motion by Aimee Dupuy, seconded by Robin Moreau, the Board approved the General Fund 2024-2025 Budget Revision.  MOTION CARRIED UNANIMOUSLY.

 

There being no further business, on motion by Jill Guidry, seconded by Aimee Dupuy, the meeting was adjourned.
