DRUG SCREENING OF ATHLETES AND EXTRACURRICULAR PARTICIPANTS
The Avoyelles Parish School Board has included drug testing in its eligibility requirements for students participating in all extracurricular activities and/or with authorized school campus parking permits for its member schools.
School Responsibilities:
Maintain an active file which includes the following properly signed documents:
LHSAA Substance Abuse/Misuse Contract and Consent Form
Avoyelles Parish School Board Student Drug Policy Substance Abuse/Misuse Contract and Consent Form for all students participating in extracurricular activities and/or with authorized school campus parking permits.
Provide an accurate roster of all students in each extracurricular activity upon request by the Avoyelles Parish School Board Central Office.
Rosters shall include student I.D. numbers only (no names).
School shall maintain a roster which includes both names and I.D. numbers.
Must ensure that all students who have been randomly identified are tested.
Student/Parent Responsibilities:
Student and parent must sign the LHSAA Substance Abuse/Misuse Contract and Consent Form.
Student and parent must sign the Avoyelles Parish Drug Policy Substance Abuse/Misuse Contract and Consent Form.
Testing Administrators:
Must be trained.
Responsible for submitting non-negative results to a certified drug testing agency.
Testing Agency for all Non-Negative Results:
Must be a state licensed or federally certified laboratory.
Responsible for further testing and validation of all non-negative results.
A certified Medical Review Officer (MRO) shall review and rule on all confirmed non-negative drug test results.
Student Selection:
All student athletes shall be drug-tested prior to the start of the athletic season in which they are participating, and shall also be subject to random testing throughout the season.
All students participating in extracurricular activities and/or with authorized school campus parking permits shall be subject to testing throughout the school year.
At least ten percent (10%) of the students participating in extracurricular activities and/or with authorized school campus parking permits shall be tested during the school year.
If a student refuses to be screened or tested, he/she shall be ineligible to participate in extracurricular activities and/or retain an authorized school campus parking permit for the rest of the school year.
Failure to produce a urine sample within two (2) hours of the time notified to submit a sample shall be considered a non-negative result and the student shall be ineligible to participate in extracurricular activities and/or retain an authorized school campus parking permit for the rest of the school year.
Testing sessions shall be conducted throughout the year.
