ADMINISTRATION OF NALOXONE (NARCAN)
The Avoyelles Parish School Board shall establish guidelines and procedures governing the utilization of the opioid antagonist naloxone administered by school nurses and medical designees employed at Avoyelles Parish Schools. All public schools shall provide and maintain on-site in each school facility opioid antagonists. To treat a case of suspected opioid overdose in a school setting, any trained school nurse or medical designee may administer an opioid antagonist, during an emergency, to any student or staff suspected of having an opioid-related drug overdose whether or not there is a previous history of opioid abuse.
No school nurse or medical designee shall be liable for civil damages which may result from acts of omissions relating to the use of the opioid antagonist which may constitute ordinary negligence; nor shall the school personnel be subject to criminal prosecution which may result from acts or omissions in the good faith administration of an opioid antagonist. This immunity does not apply to acts or omissions constituting gross negligence or willful or wanton conduct. No school nurse or medical designee shall be subject to penalty or disciplinary action for refusing to be trained in the administration of an opioid antagonist.
TRAINING
School nurses and medical designees shall be trained in the use of naloxone by approved individual/agency authorized to train school personnel in the administration of Narcan or other opioid antagonist. Trained school personnel means a school employee or volunteer who has received the training on life-saving medication that addresses techniques on how to recognize signs of a life-threatening emergency, standards and procedures for the storage and administration of the medication, and emergency follow-up procedures, including the requirement to summon emergency services either immediately before or immediately after administering the medication.
